關于對河北省食品藥品安全應急管理問題的研究

【摘要】：食品藥品安全事關廣大人民群眾的身體健康和生命安全,是重大的基本民生問題。黨和政府強調要加強食品藥品監(jiān)管工作,保障公眾飲食用藥安全。應急管理是食品藥品監(jiān)管工作的重要方面,貫穿于食品藥品安全日常監(jiān)管的各個環(huán)節(jié),是建立覆蓋全過程監(jiān)管制度的重要內容。如何構建食品藥品安全應急體系建設,并快速提高食品藥品安全突發(fā)事件防范和應對能力,積極預防、控制和減少食品藥品安全事件發(fā)生,是當前食品藥品監(jiān)管中面臨的緊迫課題。全文共分為五個部分。第一章為導論說明論文的研究背景、研究目的、研究思路和方法以及可能的創(chuàng)新點;第二章介紹了食品藥品應急管理及相關理論,對本文的研究對象涉及的概念,如食品藥品應急管理相關概念,突發(fā)事件、應急管理等進行了論述。第三部分則是陳述河北省食品藥品應急管理建設現(xiàn)狀,通過閱讀相關文獻,對現(xiàn)狀進行了深入細致的研究,提出存在的問題。第四章對國外的先進經(jīng)驗進行了介紹,美國、歐盟、日本、英國等在食品藥品應急管理方面的先進經(jīng)驗為我省的食品藥品應急管理建設起到很好的啟示作用,同時分析了給我省造成沉痛教訓的“三聚氰胺”事件折射出的問題。第五章在對前幾章的分析總結、借鑒先進經(jīng)驗之后對河北省食品藥品應急管理工作提出了一些建議。本文的主要結論和創(chuàng)新工作在于:第一,立足我省實際情況,為盡可能短的時間內整合資源,最大限度聚集各方力量形成食品藥品應急管理合力,提出建立食品藥品應急信息化平臺的對策。第二,通過對2008年三聚氰胺事件回顧,辨析和反思了社會各界在處置過程種種的不適應性,提出培養(yǎng)危機應對的文化和核心價值觀的對策,并就價值觀進行了論述,以指導食品藥品應急管理工作的開展。
[Abstract]:Food and drug safety concerns the health and life safety of the broad masses of the people, is a major basic livelihood issues. How to build an emergency system for food and drug safety, improve the ability to prevent and respond to food and drug safety emergencies, actively prevent, control and reduce food and drug safety incidents, is an urgent task in food and drug supervision. The first chapter is the introduction to explain the research background, research purposes, research ideas and methods and possible innovations; the second chapter introduces the food and drug emergency management and related theories, and discusses the concepts involved in this study, such as food and drug emergency management related concepts, emergencies, emergency management and so on. The third part is to state the status quo of food and drug emergency management in Hebei Province, through reading the relevant literature, in-depth and detailed study of the status quo, put forward the existing problems. The construction of food and drug emergency management plays a very good role in enlightenment, and analyzes the problems reflected by the "melamine" incidents which have caused heavy lessons to our province. The fifth chapter summarizes the analysis of the previous chapters, and puts forward some suggestions for the food and drug emergency management work in Hebei Province after drawing lessons from advanced experience. The new work is as follows: firstly, based on the actual situation of our province, in order to integrate resources in the shortest possible time, gather all the forces to form a joint effort in food and drug emergency management, put forward the countermeasures to establish a food and drug emergency information platform. secondly, through the review of the 2008 melamine incident, identify and reflect on the disposal of the community in all walks of life. In order to guide the work of food and drug emergency management, the Countermeasures of cultivating culture and core values of crisis response were put forward.
