【摘要】：流浪兒童問(wèn)題是國(guó)際社會(huì)中長(zhǎng)期存在的問(wèn)題。如何使流浪兒童及時(shí)的回歸家庭、回歸社會(huì)是各國(guó)共同的難題。據(jù)民政部門估算現(xiàn)今至少有百萬(wàn)流浪兒童,部分學(xué)者認(rèn)為其人數(shù)更多。這些流浪兒童長(zhǎng)期得不到照顧,受到歧視有些甚至遭受打罵,長(zhǎng)此以往使流浪兒童心理受到極大的影響,世界觀、人生觀認(rèn)識(shí)扭曲對(duì)社會(huì)產(chǎn)生恨意和不滿。一旦形成這種心理就很難轉(zhuǎn)變,加上流浪兒童都屬于未成年人無(wú)法找到工作迫于生計(jì)很容易就走上了違法犯罪的道路,給社會(huì)安定造成不良的影響。對(duì)于如何解決流浪兒童問(wèn)題我國(guó)一直在探索中前進(jìn)近些年也取得了一定的成就。但是在具體救助的方式上因?yàn)榇嬖谥嚓P(guān)法律不健全、救助站人員素質(zhì)不高、社會(huì)組織參與不夠、沒有建立起流浪兒童預(yù)防機(jī)制等諸多原因。出現(xiàn)了救助站難以滿足救助要求、流浪兒童難以回歸社會(huì)、宣傳不到位沒有建立起流浪兒童信息網(wǎng)絡(luò)等諸多問(wèn)題。總結(jié)流浪兒童救助中出現(xiàn)的問(wèn)題和收獲的經(jīng)驗(yàn),對(duì)流浪兒童救助方式優(yōu)化提出了建議,首先要確立流浪兒童預(yù)防機(jī)制,未雨綢繆,從問(wèn)題源頭上防止流浪兒童的產(chǎn)生。建立流浪兒童預(yù)防體系:完善流浪兒童救助法規(guī)、建立家庭預(yù)防機(jī)制、改善校園環(huán)境、建立社區(qū)干預(yù)機(jī)制。優(yōu)化流浪兒童救助方式;在流浪兒童救助中要走社會(huì)化、專業(yè)化的道路,建立流浪兒童信息網(wǎng)絡(luò)中心、發(fā)展“類家庭”模式的救助方式、重視流浪兒童的參與。本文主要分為以下幾個(gè)部分:第一部分為導(dǎo)論,主要介紹選題的意義和背景以及全文的研究方法與思路。第二部分介紹我國(guó)流浪兒童的基本情況,包括我國(guó)對(duì)流浪兒童的界定,流浪兒童的數(shù)量和分布,流浪兒童產(chǎn)生的原因經(jīng)濟(jì)原因、家庭原因、學(xué)校原因、自身因素。第三部分為我國(guó)流浪兒童救助現(xiàn)狀,介紹其流浪兒童救助保護(hù)在我國(guó)的發(fā)展。第四部分為我國(guó)流浪兒童救助方式的優(yōu)化建議。要建立其流浪兒童的預(yù)防機(jī)制并優(yōu)于救助方式。第五部分為總結(jié)和展望。
[Abstract]:The problem of street children is a long-standing problem in the international community. How to make street children return to their families in time and return to society is a common problem. The Civil Affairs Department estimates that there are at least a million street children today, and some scholars believe more. These street children have not been cared for a long time, some of them have been beaten and scolded by discrimination. In the long run, the psychology of street children has been greatly affected, and the distortion of world outlook and outlook on life has produced hatred and dissatisfaction to the society. Once this kind of psychology is formed, it is very difficult to change, and the street children are all minors who cannot find a job and are forced to make a living. They easily embark on the road of illegal and criminal activities, and have a bad effect on social stability. As to how to solve the problem of street children, our country has made some achievements in recent years. However, there are many reasons such as the lack of relevant laws, the poor quality of the aid station staff, the insufficient participation of social organizations and the lack of prevention mechanism for street children. There are many problems such as difficult to meet the needs of rescue stations, difficulties for street children to return to society, and lack of publicity and establishment of information network for street children and so on. This paper summarizes the problems and experiences gained in the rescue of street children, and puts forward some suggestions on how to optimize the ways of rescuing street children. Firstly, it is necessary to establish the prevention mechanism of street children, to make good preparations ahead of time, and to prevent the emergence of street children from the source of problems. To establish the prevention system of street children: to perfect the laws and regulations of relief for street children, to establish the family prevention mechanism, to improve the campus environment, and to establish the community intervention mechanism. To optimize the ways of rescuing street children, to take the way of socialization and specialization, to set up the information network center of street children, to develop the mode of "like family", and to attach importance to the participation of street children. This paper is divided into the following parts: the first part is an introduction, mainly introduces the significance and background of the topic and the research methods and ideas of the full text. The second part introduces the basic situation of street children in our country, including the definition of street children in our country, the number and distribution of street children, the economic reasons of street children, the family reasons, the school reasons and their own factors. The third part introduces the development of street children's rescue and protection in our country. The fourth part is the optimization suggestion of our country street child rescue way. To establish its street children prevention mechanism and better than the way of relief. The fifth part is the summary and prospect.
