【摘要】：基于整體性治理分析框架,對"寧海36條"政策的施行背景、動態(tài)演進和實現(xiàn)機制進行觀察。研究顯示,政策施行之前寧�？h域治理呈現(xiàn)"碎片化",具體表現(xiàn)為政策出臺分散化、政策執(zhí)行碎片化、鄉(xiāng)村公共服務(wù)缺失化、法治機制低效化和社會治理行政化。寧�？h域治理的碎片化直接導(dǎo)致了寧�？h鄉(xiāng)村治理的瀕臨"失控",寧�？h域治理重心下移至鄉(xiāng)村。"寧海36條"政策施行之后,通過縣域?qū)用鎸φ吣繕?biāo)和執(zhí)行手段的整合與調(diào)整,寧�？h域內(nèi)的治理層級、治理理念、治理主體、治理機制、治理技術(shù)五方面均發(fā)生變革,寧�？h域治理模式從"碎片化政府"轉(zhuǎn)向"整體性政府"。
[Abstract]:Based on the framework of holistic governance analysis, the background, dynamic evolution and realization mechanism of "Ninghai 36" policy are observed. The research shows that the governance of Ninghai County is fragmented before the implementation of the policy, which is manifested by the decentralization of the policy, the fragmentation of policy implementation, the absence of rural public services, the low efficiency of the rule of law mechanism and the administration of social governance. The fragmentation of county governance in Ninghai leads directly to the "out of control" of rural governance in Ninghai County, and the center of gravity of county governance in Ninghai County moves down to the countryside. " After the implementation of the policy, through the integration and adjustment of policy objectives and means of implementation at the county level, the five aspects of governance levels, governance concepts, governance subjects, governance mechanisms and governance techniques in Ninghai County have changed. Ninghai county governance model from "fragmented government" to "holistic government."
