鎮(zhèn)江海事局公務(wù)員培訓(xùn)問題研究

【摘要】:習(xí)近平總書記明確指示,“十三五”是交通運(yùn)輸基礎(chǔ)設(shè)施發(fā)展、服務(wù)水平提高和轉(zhuǎn)型發(fā)展的黃金時(shí)期,交通運(yùn)輸行業(yè)要抓住這一時(shí)期,加快發(fā)展,不辱使命,為實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)發(fā)揮更大的作用。海事作為交通運(yùn)輸行業(yè)中一支強(qiáng)大的行政執(zhí)法隊(duì)伍,在助力交通運(yùn)輸融入國(guó)家“一帶一路”和長(zhǎng)江經(jīng)濟(jì)帶建設(shè),當(dāng)好經(jīng)濟(jì)社會(huì)發(fā)展先行官中發(fā)揮著重要支持保障作用。不論外部大環(huán)境的要求還是自身發(fā)展的內(nèi)在需求,都要求海事部門必須搶抓先機(jī),開拓創(chuàng)新,在新的歷史時(shí)期要有新作為新貢獻(xiàn),實(shí)現(xiàn)海事改革發(fā)展質(zhì)穩(wěn)定邁上新臺(tái)階實(shí)現(xiàn)新跨越。而這就需要打造一支聽從指揮,素質(zhì)精良,作風(fēng)過硬,服務(wù)人民的海事隊(duì)伍,因此開展海事公務(wù)員培訓(xùn),提升海事公務(wù)員隊(duì)伍綜合能力和素質(zhì)非常重要。本文選擇在鎮(zhèn)江海事局開展公務(wù)員培訓(xùn)問題問卷調(diào)查,統(tǒng)計(jì)調(diào)查結(jié)果并進(jìn)行認(rèn)真分析和研究,深深感覺到在新形勢(shì)下加強(qiáng)鎮(zhèn)江海事公務(wù)員培訓(xùn)工作具有非常重要的現(xiàn)實(shí)意義和歷史意義。充分了解目前鎮(zhèn)江海事局開展公務(wù)員培訓(xùn)的具體情況、拿到鎮(zhèn)江海事局公務(wù)員個(gè)人和集體的培訓(xùn)意向和需求,針對(duì)在調(diào)查研究中發(fā)現(xiàn)的鎮(zhèn)江海事局公務(wù)員培訓(xùn)工作中存在的不足和問題提出具體的解決方法和改善建議,能夠幫助鎮(zhèn)江海事局建立健全一整套科學(xué)實(shí)用的公務(wù)員培訓(xùn)體系,提高鎮(zhèn)江海事局公務(wù)員培訓(xùn)的目的性和實(shí)用性,建設(shè)一支業(yè)務(wù)、素質(zhì)雙過硬的鎮(zhèn)江海事公務(wù)員隊(duì)伍,為鎮(zhèn)江海事科學(xué)發(fā)展提供政治和智力保障。本文從鎮(zhèn)江海事局工作實(shí)際出發(fā),深入調(diào)查研究鎮(zhèn)江海事局公務(wù)員培訓(xùn)狀況和個(gè)體需求,發(fā)現(xiàn)鎮(zhèn)江海事局開展公務(wù)員培訓(xùn)過程中存在的不足和問題,認(rèn)真學(xué)習(xí)借鑒國(guó)外開展公務(wù)員培訓(xùn)的先進(jìn)經(jīng)驗(yàn)和科學(xué)做法,總結(jié)提煉出一系列加強(qiáng)和改進(jìn)鎮(zhèn)江海事局公務(wù)員培訓(xùn)工作的有效措施,為鎮(zhèn)江海事局公務(wù)員培訓(xùn)工作提供理論依據(jù)、模式優(yōu)化和方向指引。本文主要從六個(gè)部分來研究分析鎮(zhèn)江海事局公務(wù)員培訓(xùn)問題。第一部分是對(duì)研究背景、研究現(xiàn)狀和研究方法等闡述。第二部分是對(duì)公務(wù)員、鎮(zhèn)江海事局、鎮(zhèn)江海事局公務(wù)員培訓(xùn)等概念的闡述。第三部分是對(duì)鎮(zhèn)江海事局公務(wù)員培訓(xùn)當(dāng)前開展情況及存在的不足和問題進(jìn)行分析。第四部分是闡述國(guó)外公務(wù)員培訓(xùn)經(jīng)驗(yàn)和做法。第五部分是闡述加強(qiáng)鎮(zhèn)江海事局公務(wù)員培訓(xùn)提出的思考和對(duì)策。第六部分是結(jié)語。當(dāng)前,簡(jiǎn)政放權(quán)全面推進(jìn)、法治建設(shè)不斷加強(qiáng),監(jiān)管模式不斷優(yōu)化,海事公務(wù)員隊(duì)伍也面臨著履職履責(zé)壓力不斷加大、規(guī)范管理要求更高、激勵(lì)機(jī)制和職業(yè)訴求不斷變化等挑戰(zhàn),鎮(zhèn)江海事局公務(wù)員培訓(xùn)工作亟需進(jìn)一步轉(zhuǎn)變理念,基于此,本文提出了構(gòu)建公務(wù)員分類培訓(xùn)體系、推進(jìn)多元化的公務(wù)員培訓(xùn)方式、統(tǒng)籌公務(wù)員培訓(xùn)資源使用、實(shí)施公務(wù)員培訓(xùn)計(jì)劃管理,同時(shí)加大公務(wù)員培訓(xùn)經(jīng)費(fèi)投入和公務(wù)員培訓(xùn)考核獎(jiǎng)懲力度等改進(jìn)鎮(zhèn)江海事局公務(wù)員培訓(xùn)工作的舉措,著力提升鎮(zhèn)江海事局公務(wù)員培訓(xùn)工作科學(xué)化水平,為海事中心工作提供堅(jiān)實(shí)保障。
[Abstract]:General Secretary Xi Jinping clearly instructed that the 13th Five-Year Plan is a golden period for the development of transportation infrastructure, the improvement of service level and the transformation and development of transportation industry. The transportation industry should seize this period, speed up its development and fulfill its mission, so as to play a greater role in realizing the great rejuvenation of the Chinese nation. The administrative enforcement teams with strong support will play an important supporting role in helping transport integration into the national "one belt and one way" and the Yangtze River economic belt, as well as the leading officials in the economic and social development. Regardless of the external environment or the internal needs of their own development, we must seek the maritime sector to seize the opportunity and innovate. In the new historical period, we should make new contributions to realize the quality and stability of maritime reform and development, take a new step and realize a new leap forward. This paper chooses to conduct a questionnaire survey on the training of civil servants in Zhenjiang Maritime Bureau, and makes a careful analysis and study of the survey results. It is deeply felt that it is of great practical and historical significance to strengthen the training of civil servants in Zhenjiang Maritime Bureau under the new situation. In view of the deficiencies and problems found in the investigation and study of the training work of civil servants in Zhenjiang Maritime Bureau, specific solutions and improvement suggestions are put forward to help Zhenjiang Maritime Bureau to establish and improve a set of scientific and practical training system for civil servants. The Department aims to improve the purpose and practicality of the training of civil servants in Zhenjiang Maritime Bureau, build a contingent of civil servants in Zhenjiang Maritime Bureau with excellent professional skills, and provide political and intellectual support for the development of Zhenjiang Maritime Science. This paper finds out the shortcomings and problems existing in the training of civil servants in Zhenjiang Maritime Bureau, earnestly studies and draws lessons from the advanced experiences and scientific practices abroad, summarizes and refines a series of effective measures to strengthen and improve the training of civil servants in Zhenjiang Maritime Bureau, and provides theoretical basis for the training of civil servants in Zhenjiang Maritime Bureau. The first part is about the research background, research status and research methods. The second part is about the concept of civil servants, Zhenjiang Maritime Bureau, Zhenjiang Maritime Bureau civil servants training. The third part is about Zhenjiang Maritime Bureau civil servants training. The fourth part elaborates the experience and practice of foreign civil service training. The fifth part elaborates the thinking and Countermeasures of strengthening the civil service training of Zhenjiang Maritime Bureau. The sixth part is the conclusion. With the continuous optimization of the supervision mode, the marine civil servants are also facing the challenges of increasing pressure to perform their duties, higher requirements for standardized management, changing incentive mechanism and career demands. The training of civil servants in Zhenjiang Maritime Bureau urgently needs to further change the concept. Based on this, this paper proposes to build a classified training system for civil servants and promote diversification. The measures to improve the training of civil servants in Zhenjiang Maritime Bureau are to coordinate the use of training resources for civil servants, implement the management of training plans for civil servants, increase the investment of training funds for civil servants, and increase the intensity of rewards and punishments for civil servants'training and assessment. The central work provides a solid guarantee.
