漁業(yè)資源管理中漁業(yè)組織與政府良性互動機制研究

【摘要】:十八大提出的“海洋強國”戰(zhàn)略目標,給國內(nèi)漁業(yè)資源管理帶來了前所未有的機遇與挑戰(zhàn)。為改善當(dāng)前政府管理乏力、效率低下等漁業(yè)資源管理失靈境況,與漁業(yè)組織建立起良性互動合作關(guān)系成為了政府的最優(yōu)選擇。然而,這種良性互動關(guān)系很難自發(fā)形成,亟需機制建構(gòu)和政策研究方面的理論指導(dǎo)。本文在對漁業(yè)組織和漁業(yè)資源管理的概念進行界定的前提下,以政府和市場失靈、志愿失靈、治理、資源依賴、政治參與等理論為理論基礎(chǔ),深入分析當(dāng)前漁業(yè)組織與政府在漁業(yè)資源管理中各自所起的作用,探討建構(gòu)漁業(yè)組織與政府良性互動關(guān)系的必要性,同時分析當(dāng)前漁業(yè)資源管理中政府和漁業(yè)組織互動問題。在此基礎(chǔ)之上,建構(gòu)漁業(yè)組織與政府良性互動“五位一體”機制,并選取“浙岱漁11307”典型案件為例,針對提出的“五位一體”機制作出實證分析,同時就完善“五位一體”機制提出相關(guān)政策建議。全文共分為八大部分:第一部分是導(dǎo)論。介紹了本文的研究背景與意義,分析評述了國內(nèi)外研究現(xiàn)狀,簡要介紹了論文研究內(nèi)容與方法、可能的創(chuàng)新與不足。第二部分是概念界定及理論基礎(chǔ)。文章對漁業(yè)資源管理、漁業(yè)組織概念進行界定,明確了本文的研究范圍,同時還闡明了漁業(yè)組織與政府互動的理論支撐。第三部分是漁業(yè)資源管理中漁業(yè)組織與政府互動的必要性。分析當(dāng)前漁業(yè)組織與政府在漁業(yè)資源管理活動中各自所起的功能作用以及二者互動必要性分析。第四部分是當(dāng)前漁業(yè)資源管理中漁業(yè)組織與政府互動的問題。基于資源依賴視角,運用文獻綜合分析法、理論分析等研究方法對我國漁業(yè)組織與政府互動問題進行分析研究,闡明目前我國漁業(yè)組織與政府間的非均衡依賴關(guān)系。第五部分是漁業(yè)資源管理中漁業(yè)組織與政府良性互動機制建構(gòu)——“五位一體”。針對漁業(yè)組織與政府關(guān)系中的非均衡依賴以及互動的不合理因素,本文從法律機制、利益機制、文化機制、信息溝通機制、監(jiān)督管理機制五個方面重新構(gòu)建并優(yōu)化漁業(yè)組織與政府間的關(guān)系。第六部分是漁業(yè)資源管理中漁業(yè)組織與政府良性互動的實證分析。選取典型案例,運用實證的方法證實本文“五位一體”良性互動機制構(gòu)建的合理性、可行性。第七部分是完善漁業(yè)組織與政府良性互動的政策建議。通過實證分析,從思想層面、組織基礎(chǔ)等多元角度提出完善漁業(yè)組織與政府“五位一體”互動機制及促進雙方良性互動關(guān)系形成的政策建議,以實現(xiàn)我國漁業(yè)資源的長久持續(xù)發(fā)展。第八部分是結(jié)論。
[Abstract]:The strategic goal of "ocean power" put forward by the 18th National Congress has brought unprecedented opportunities and challenges to the management of domestic fishery resources. In order to improve the malfunction of fishery resources management, such as weak government management and low efficiency, it has become the best choice for the government to establish a benign interactive and cooperative relationship with fishery organizations. However, this kind of positive interaction is difficult to form spontaneously and needs the guidance of mechanism construction and policy research. On the premise of defining the concepts of fishery organization and fishery resource management, this paper bases on the theories of government and market failure, voluntary failure, governance, resource dependence, political participation, etc. This paper deeply analyzes the respective roles of fishery organizations and governments in the management of fishery resources, probes into the necessity of constructing a benign interaction between fishery organizations and governments, and analyzes the interaction between government and fishery organizations in the current management of fishery resources. On the basis of this, the paper constructs the "five-in-one" mechanism between fishery organizations and the government, and selects the typical case of "Zhejiang Daiyu 11307" as an example to make an empirical analysis on the proposed "five-in-one" mechanism. At the same time, to improve the "five-in-one" mechanism put forward relevant policy recommendations. The paper is divided into eight parts: the first part is the introduction. This paper introduces the research background and significance of this paper, analyzes and reviews the current research situation at home and abroad, briefly introduces the research contents and methods, possible innovations and shortcomings. The second part is the definition of concept and theoretical basis. This paper defines the concepts of fishery resource management and fishery organization, clarifies the scope of this paper, and expounds the theoretical support of the interaction between fishery organization and government. The third part is the necessity of the interaction between fishery organization and government in the management of fishery resources. This paper analyzes the function of fishery organization and government in fishery resource management and the necessity of their interaction. The fourth part is the interaction between fishery organization and government in the management of fishery resources. Based on the perspective of resource dependence, this paper analyzes and studies the interaction between fishery organizations and governments in China by means of literature comprehensive analysis and theoretical analysis, and clarifies the disequilibrium dependence relationship between fishery organizations and governments in China at present. The fifth part is the construction of benign interaction mechanism between fishery organization and government in fishery resource management-"five in one". Aiming at the unbalanced dependence in the relationship between fishery organizations and the government and the unreasonable factors of interaction, this paper discusses the legal mechanism, the interest mechanism, the cultural mechanism, the information communication mechanism, the legal mechanism, the interest mechanism, the cultural mechanism and the information communication mechanism. The relationship between fishery organization and government should be reconstructed and optimized in five aspects of supervision and management mechanism. The sixth part is the positive analysis of the positive interaction between fishery organization and government in the management of fishery resources. Selecting typical cases, using empirical method to verify the rationality and feasibility of the construction of benign interaction mechanism of "five in one" in this paper. The seventh part is the policy suggestion of perfecting the healthy interaction between fishery organization and government. Through the empirical analysis, this paper puts forward some policy suggestions on how to perfect the interaction mechanism of fishery organization and government and to promote the formation of benign interaction between the two sides from the perspective of ideology and organizational basis. In order to realize the sustainable development of fishery resources in China. The eighth part is the conclusion.
