【摘要】：近年來,隨著我國經(jīng)濟(jì)體制改革的不斷深入,社會主義市場經(jīng)濟(jì)得到快速發(fā)展,但由此帶來的社會利益階層日益分化、新的社會矛盾和社會問題不斷出現(xiàn),導(dǎo)致社會的不穩(wěn)定性增加。在這一背景下,增強(qiáng)地方政府社會管理能力,進(jìn)行社會管理改革和創(chuàng)新,已成為當(dāng)前社會發(fā)展的重要問題。大數(shù)據(jù)作為一種重要的資源和現(xiàn)代化技術(shù),為創(chuàng)新地方政府社會管理提供了新路徑,創(chuàng)造了新機(jī)遇。本論文運(yùn)用文獻(xiàn)分析法、比較研究法和統(tǒng)計分析法等研究方法,探討如何利用大數(shù)據(jù)實(shí)現(xiàn)地方政府社會管理創(chuàng)新。首先,從多個層面來論述大數(shù)據(jù)的內(nèi)涵和社會管理的主要理論,在此基礎(chǔ)上探討地方政府社會管理改革和創(chuàng)新的理論基礎(chǔ)與現(xiàn)實(shí)背景,以及大數(shù)據(jù)時代對地方政府社會管理提出的新的要求。其次,分析了當(dāng)前地方政府社會管理中存在的主要問題和成因,為下文有針對性地提出解決問題的對策奠定基礎(chǔ)。再次,探討了大數(shù)據(jù)背景下國外政府社會管理的經(jīng)驗(yàn)借鑒,認(rèn)為地方政府應(yīng)積極抓住機(jī)遇,并迎接新的挑戰(zhàn),尋找社會管理創(chuàng)新的新路徑。最后,對大數(shù)據(jù)背景下地方政府社會管理創(chuàng)新的路徑進(jìn)行了探討,并提出了這一背景下地方政府社會管理應(yīng)注意的問題及應(yīng)對策略。包括：利用大數(shù)據(jù)轉(zhuǎn)變社會管理理念、利用大數(shù)據(jù)實(shí)現(xiàn)社會管理整體化、利用大數(shù)據(jù)提高社會管理決策的科學(xué)性、利用大數(shù)據(jù)實(shí)現(xiàn)社會管理技術(shù)變革、充分利用大數(shù)據(jù)技術(shù)提高地方政府的社會管理水平等。
[Abstract]:In recent years, with the deepening of China's economic system reform, the socialist market economy has been rapidly developed, but the resulting social interest class is increasingly divided, new social contradictions and social problems continue to appear. Lead to increased social instability. Under this background, strengthening the local government's social management ability, carrying on the social management reform and innovation, has become the important problem of the current social development. As an important resource and modern technology, big data provides a new path and opportunities for the innovation of local government social management. This paper discusses how to use big data to realize the innovation of local government social management by using the methods of literature analysis, comparative research and statistical analysis. First of all, it discusses the connotation of big data and the main theories of social management from many aspects, and then discusses the theoretical basis and realistic background of the social management reform and innovation of local government. And the big data era of local governments put forward new requirements for social management. Secondly, it analyzes the main problems and causes in the current local government social management, and lays a foundation for the following countermeasures. Thirdly, this paper discusses the experience of foreign governments' social management under the background of big data, and holds that local governments should actively seize the opportunities, meet new challenges and find new ways to innovate social management. Finally, this paper probes into the path of social management innovation of local government under the background of big data, and puts forward some problems and countermeasures for social management of local government under this background. It includes: using big data to change the concept of social management, using big data to realize the integration of social management, using big data to improve the scientific nature of social management decision, and using big data to realize the technological transformation of social management. Make full use of big data technology to improve the social management level of local governments.
