【摘要】：全球經(jīng)濟發(fā)展仍然處于低潮期,國內(nèi)經(jīng)濟下行壓力增大,社會保障的發(fā)展同樣面臨著挑戰(zhàn)。如何妥善處理社會保障與經(jīng)濟發(fā)展的關系,是世界各國普遍面臨的重大議題。在中國社會保障學會主辦的第三屆全國社會保障學術大會上,與會專家學者圍繞"社會保障與經(jīng)濟發(fā)展"這一主題進行了深入探討。與會者普遍認為,實現(xiàn)經(jīng)濟發(fā)展模式轉型與健全社會保障制度同等重要,應努力追求兩者之間的良性互動和共同發(fā)展。在經(jīng)濟新常態(tài)下,應當構建積極的社會保障體系并使之成為國家治理體系中的支柱性制度安排,賦予其自我修正的功能和與時俱進的品格,為支撐中等收入群體不斷壯大、居民消費長盛不衰提供強有力的制度保障。本文以社會保障與經(jīng)濟發(fā)展之間關系的理論辨析、歷史經(jīng)驗、現(xiàn)實矛盾和政策建議為邏輯線索,對此次學術盛會的核心觀點進行綜述。
[Abstract]:The global economic development is still in a period of low tide, the domestic economic downward pressure increases, the social security development also faces the challenge. How to properly deal with the relationship between social security and economic development is a major issue facing all countries in the world. At the third National Social Security academic Conference sponsored by the Chinese Society of Social Security, experts and scholars participated in the discussion on the theme of "Social Security and Economic Development". It was generally agreed that the transformation of the economic development model was as important as the improvement of the social security system, and that efforts should be made to pursue the positive interaction and common development between the two. Under the new normal state of economy, we should construct a positive social security system and make it a pillar institutional arrangement in the national governance system, endow it with the self-correcting function and the character of keeping pace with the times, so as to support the growing of the middle income group. Residents' consumption will never fail to provide a strong institutional guarantee. Based on the theoretical analysis, historical experience, realistic contradictions and policy suggestions of the relationship between social security and economic development, this paper summarizes the core viewpoints of the academic pageant.
