【摘要】：大數(shù)據(jù)浪潮的到來,給中國和世界各國帶來了變革價值、變革經(jīng)濟(jì)和變革組織的力量,為政府決策數(shù)據(jù)化提出了明確的任務(wù)和要求。正是基于這樣的時政背景,本文以地方政府決策數(shù)據(jù)化為研究的著力點,選取地方政府作為研究本體,以探求地方政府決策數(shù)據(jù)化的實現(xiàn)路徑為研究目標(biāo),運(yùn)用文獻(xiàn)分析法、案例研究法、跨學(xué)科研究法等找到當(dāng)下在大數(shù)據(jù)背景下地方政府決策數(shù)據(jù)化的應(yīng)用中存在的問題,并在此基礎(chǔ)上,找到地方政府決策數(shù)據(jù)化的實現(xiàn)路徑。文章正文的第一部分主要從學(xué)理層面對大數(shù)據(jù)背景下地方政府決策數(shù)據(jù)化的相關(guān)問題進(jìn)行一般性論述。對大數(shù)據(jù)背景下實現(xiàn)地方政府決策數(shù)據(jù)化的意義進(jìn)行了全面分析,并找到其理論基礎(chǔ)和依據(jù)。在對大數(shù)據(jù)與地方政府決策數(shù)據(jù)化的相關(guān)概念進(jìn)行明確定義的同時,指出了地方政府決策數(shù)據(jù)化的標(biāo)志及其與大數(shù)據(jù)的內(nèi)在關(guān)聯(lián)。文章主體的第二部分,主要從大數(shù)據(jù)背景下地方政府決策數(shù)據(jù)化的現(xiàn)實狀況入手。主要采用案例分析方法對上海和貴州省兩個地方政府展開研究。通過對大數(shù)據(jù)背景下,地方政府決策數(shù)據(jù)化的現(xiàn)實審視,發(fā)現(xiàn)當(dāng)前推動地方政府決策數(shù)據(jù)化的有利條件和存在的問題,為問題的解決提供重要依據(jù)。正文的第三部分,針對論文發(fā)現(xiàn)的問題,從理論與實踐的角度提出了推進(jìn)地方政府決策數(shù)據(jù)化的實現(xiàn)路徑。從技術(shù)、頂層設(shè)計、人文、法律等多個層面提出針對性的對策,為解決論文提出的問題提供參考。
[Abstract]:The arrival of the big data wave has brought the value of change to China and other countries in the world, the power of transforming economy and organization, and has put forward clear tasks and requirements for the digitalization of government decision-making. Based on this background, this paper focuses on the digitalization of local government decision-making, selects the local government as the research ontology, and explores the way to realize the digitalization of local government decision making as the research goal, and applies the literature analysis method. Case study method, interdisciplinary research method and so on find out the problems existing in the current application of local government decision-making data under the background of big data, and on this basis, find the realization path of local government decision-making data. In the first part of the paper, the author makes a general discussion on the digitalization of local government decision-making under the background of big data. This paper analyzes the significance of realizing the digitalization of local government decision-making under the background of big data, and finds out its theoretical basis and basis. While defining the related concepts of big data and local government decision-making digitalization, this paper points out the signs of local government decision-making data and its internal relationship with big data. The second part of this paper mainly starts with the reality of local government decision-making under the background of big data. This paper mainly uses case analysis method to study two local governments in Shanghai and Guizhou province. By examining the reality of the digitalization of local government decision-making under the background of big data, it is found that the favorable conditions and existing problems in promoting the digitalization of local government decision making at present provide an important basis for the solution of the problem. In the third part, aiming at the problems found in the paper, the paper puts forward the way to realize the digitalization of local government decision-making from the angle of theory and practice. From the technology, the top level design, the humanities, the law and so on many aspects puts forward the pertinence countermeasure, provides the reference for the solution paper question.
