【摘要】：后審批時代的政府改革既有邁向服務(wù)行政的沖動,又有回到管理行政的欲望;行政權(quán)力既無所不能,又力不從心。雖然后審批時代的政府改革存在不確定性,但其核心仍然是政府行政權(quán)力的設(shè)定、運行和監(jiān)督,只要抓住行政權(quán)力這個核心,就可以掌握后審批時代政府改革的本質(zhì)規(guī)律,從而規(guī)范和促進后審批時代政府管理步入健康良性的發(fā)展軌道,最終走向服務(wù)行政。
[Abstract]:The government reform in the post-examination and approval era has both the impulse to move towards service administration and the desire to return to management administration; the administrative power is omnipotent and powerless. Although there is uncertainty in the government reform in the post-examination and approval era, its core is still the setting, operation and supervision of the government's administrative power. As long as the core of the administrative power is grasped, the essential law of the government reform in the post-examination and approval era can be grasped. In order to standardize and promote the post-approval era of government management into a healthy and benign development track, eventually towards service administration.
