經(jīng)濟(jì)新常態(tài)背景下國有企業(yè)改革中政府角色問題研究
[Abstract]:In the transitional period, China's economic development has entered a new normal, the economic growth rate has slowed down obviously, and the adjustment of industrial structure has become an urgent task. As the pillar industry of China's economy, state-owned enterprises face a new round of reform under the background of the new normal. The success or failure of the reform will affect the success and failure of China's industrial structure adjustment, as well as the trend of future economic development of our country. In 2015, the CPC Central Committee, the State Council issued the "guiding opinions on deepening the reform of state-owned enterprises" and the "1N" document system issued in 2016 and the relevant rules and regulations all formed new design drawings and construction drawings for the reform of state-owned enterprises. Therefore, in the new round of state-owned enterprise reform, based on the natural relationship between the government and the state-owned enterprise, the government should accurately position its role in the reform, give full play to the various functions, and promote the healthy development of the state-owned enterprise under the new normal condition. Based on the current situation of state-owned enterprise reform in China, this paper analyzes the role and role of the government in the reform of state-owned enterprises in the new period, and finds that there is confusion between the government and the enterprise. The government to the state-owned enterprises and private enterprises adjustment measures and other seven major issues. According to the theory of "meta-governance", the government is the main body of coordination in tripartite cooperative governance, but its duty is not to control everything, but to make use of its unique advantages over market and social citizens. As institutional designer and development planner, to ensure that the whole social system in good institutional arrangements to continue to improve and develop. Therefore, based on the experience of "Temasek" model in Singapore and the spirit of the 18th National Congress, this paper puts forward the following suggestions on the accurate orientation of the government's role in the reform of state-owned enterprises under the background of the new normal economy: (1) the decentralization of government power. (2) introducing social capital to develop mixed ownership economy; (3) applying legal norms to promote the reform of internal incentive mechanism of state-owned enterprises; (4) perfecting the rules of market operation and creating a good market environment; (5) promoting transformation and upgrading; Reshaping new dynamics for development. This paper finds out that in the course of the reform of state-owned enterprises under the background of the new normal, the role of the government should be changed from the original micro-management and regulation to the macro-economic management and control. According to the theory of "meta-governance", the government should strictly follow the new normal characteristics of the economy, actively change its role, clarify its relationship with the market, fully respect the laws of market economy and the law of the development of state-owned enterprises, and do its job well. Other subjects of the cooperative governance system create a good environment for the reform of state-owned enterprises and advance the marketization process in an orderly manner.
