【摘要】：改革開放以來,中國社會(huì)經(jīng)歷了前所未有的大變革,伴隨著中國經(jīng)濟(jì)、文化和科技的飛躍發(fā)展,中國社會(huì)的價(jià)值觀念發(fā)生了急劇的變化,在西方多元價(jià)值觀和中國傳統(tǒng)優(yōu)秀道德觀的相互撞擊和融合中,許多我們?cè)械牡赖掠^念面臨著隨時(shí)垮塌的風(fēng)險(xiǎn)。道德建設(shè),尤其是公務(wù)員道德建設(shè)在我們新時(shí)期的社會(huì)建設(shè)中發(fā)揮著不可或缺的作用。公務(wù)員作為國家職能部門的工作人員,是國家各項(xiàng)政策方針的執(zhí)行者,是黨和國家建設(shè)工作的重要橋梁人物,公務(wù)員道德建設(shè)的好壞對(duì)于提高黨的執(zhí)政能力建設(shè)、保持國家的長(zhǎng)治久安尤為重要。他們的道德行為在某種程度上來說可能代表著國家的形象,老百姓對(duì)國家和社會(huì)的看法也會(huì)受之影響,公務(wù)員的道德建設(shè)引領(lǐng)整個(gè)社會(huì)的道德風(fēng)尚的形成、發(fā)展和提升。因此,在新時(shí)期加強(qiáng)我國公務(wù)員道德建設(shè)有著舉足輕重的作用。圍繞新時(shí)期我國公務(wù)員道德建設(shè)這一核心,全文主要分三個(gè)部分展開論述：首先,闡述公務(wù)員道德觀的內(nèi)涵及意義。從廣度和深度上界定了公務(wù)員道德觀的含義,并概述了公務(wù)員道德的政治性、強(qiáng)制性、公開性和示范性這四個(gè)特性。其次,對(duì)新時(shí)期公務(wù)員道德觀現(xiàn)狀進(jìn)行分析。從公務(wù)員的職業(yè)道德現(xiàn)狀和生活道德現(xiàn)狀兩個(gè)方面,在肯定公務(wù)員道德現(xiàn)狀的同時(shí)也指出問題,并從公務(wù)員的自身、外在的監(jiān)督和培訓(xùn)機(jī)制以及公務(wù)員道德立法三個(gè)方面對(duì)這些問題進(jìn)行了原因分析。最后,相對(duì)應(yīng)地從這三個(gè)方面原因提出了解決對(duì)策。第一,從公務(wù)員自身來看,完善和確立公務(wù)員群體的核心價(jià)值觀；第二,從公務(wù)員入口、考核和退出機(jī)制來把控公務(wù)員道德的過程控制；第三,加強(qiáng)公務(wù)員道德立法,讓公務(wù)員道德建設(shè)的法律體系更加規(guī)范化、公開化和可操作化。
[Abstract]:Since the reform and opening up, Chinese society has experienced unprecedented changes. With the rapid development of China's economy, culture and science and technology, the values of Chinese society have undergone dramatic changes. In the process of collision and fusion of western values and Chinese traditional moral values, many of our original moral concepts are facing the risk of collapsing at any time. Moral construction, especially civil servant moral construction, plays an indispensable role in our social construction in the new period. As the functionary of the state, civil servants are the executors of various policies and guidelines of the state, and important bridge figures in the work of building the party and the country. Good or bad moral construction of civil servants can improve the Party's governing ability. It is particularly important to maintain the country's long-term peace and order. To some extent, their moral behavior may represent the image of the country, the common people's view of the country and society will also be affected, the moral construction of civil servants will lead the formation, development and promotion of the moral customs of the whole society. Therefore, in the new period to strengthen the moral construction of civil servants in China has a pivotal role. Focusing on the core of the moral construction of civil servants in the new period, the thesis is divided into three parts: firstly, the connotation and significance of civil servants' moral concept are expounded. In this paper, the author defines the meaning of civil servants' morality from the angle of breadth and depth, and outlines the political, mandatory, open and exemplary characteristics of civil servants' morality. Secondly, the status quo of civil servants' morality in the new period is analyzed. From the two aspects of civil servants' professional ethics and life morality, while affirming the civil servants' moral status, they also point out the problems, and from the perspective of the civil servants themselves, External supervision and training mechanism as well as three aspects of civil servants moral legislation to analyze the causes of these problems. Finally, the corresponding countermeasures are put forward from these three reasons. First, from the point of view of civil servants themselves, to perfect and establish the core values of civil servants; second, to control the process of controlling civil servants' ethics from the entry, examination and withdrawal mechanism of civil servants; third, to strengthen civil servants' moral legislation. Make the legal system of civil servant moral construction more standardized, open and operable.
