【摘要】：鄉(xiāng)鎮(zhèn)政府職能的轉(zhuǎn)變問題是政府管理的核心問題,也是學(xué)術(shù)研究關(guān)注和重視的重要問題。隨著社會(huì)和經(jīng)濟(jì)的發(fā)展,政府即要適應(yīng)經(jīng)濟(jì)發(fā)展,重視政府的政治經(jīng)濟(jì)職能,同時(shí)更要重視社會(huì)管理和公共服務(wù)功能,特別是在促進(jìn)社會(huì)主義新農(nóng)村不斷發(fā)展的道路上,鄉(xiāng)鎮(zhèn)政府的職能越來越不適應(yīng)這種變化,需要迅速的做出職能上的轉(zhuǎn)變。論文正文總共由四大部分構(gòu)成。第一部分首先界定了鄉(xiāng)鎮(zhèn)政府職能及職能轉(zhuǎn)變的基本概念,闡釋了政府職能的理論依據(jù)。第二部分研究了我國鄉(xiāng)鎮(zhèn)政府的現(xiàn)狀,關(guān)注了鄉(xiāng)鎮(zhèn)政府職能面臨的挑戰(zhàn)和壓力,挖掘了鄉(xiāng)鎮(zhèn)政府職能存在的問題。第三部分從理念、體制和能力等方面,就其產(chǎn)生的原因給予了剖析。第四部分針對(duì)前文分析的問題及原因,提出了鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的對(duì)策建議。鄉(xiāng)鎮(zhèn)政府職能需要科學(xué)定位,需要職能轉(zhuǎn)變,需要由原來單純的重經(jīng)濟(jì)輕服務(wù),轉(zhuǎn)向重視社會(huì)管理和公共服務(wù),由原來的命令型向服務(wù)型轉(zhuǎn)變,建立服務(wù)型的鄉(xiāng)鎮(zhèn)政府。本文重視鄉(xiāng)鎮(zhèn)政府職能的科學(xué)定位,摒棄以往的陳舊思想和思維模式,加強(qiáng)改革創(chuàng)新,探究我國鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變的路徑和對(duì)策。
[Abstract]:The transformation of township government function is not only the core issue of government management, but also an important issue that academic research pays attention to. With the development of society and economy, the government should adapt to the economic development, attach importance to the political and economic functions of the government, and pay more attention to the social management and public service function, especially on the road of promoting the continuous development of the new socialist countryside. The function of township government is more and more unsuitable for this change, and needs to be changed rapidly. The text of the thesis consists of four parts. The first part defines the basic concept of township government function and its transformation, and explains the theoretical basis of government function. The second part studies the present situation of the township government in China, pays close attention to the challenge and pressure of the township government function, and excavates the existing problems of the township government function. The third part analyzes the reasons from the aspects of concept, system and ability. The fourth part puts forward the countermeasures and suggestions on the transformation of township government functions in view of the problems and causes of the above analysis. The function of township government needs scientific orientation, function transformation, and needs to change from simple emphasis on economy to service, to attach importance to social management and public service, from the original command to service, and to establish a service-oriented township government. This paper attaches importance to the scientific orientation of township government function, abandons the old thought and thinking mode, strengthens the reform and innovation, and probes into the path and countermeasure of the transformation of township government function in our country.
