【摘要】：我國(guó)是世界上為數(shù)不多的自然災(zāi)害高發(fā)國(guó)家之一。由于災(zāi)害種類多、發(fā)生頻率高、分布范圍廣、區(qū)域救災(zāi)能力差異大等特點(diǎn),受災(zāi)地區(qū)往往遭受巨大的人員傷亡和財(cái)產(chǎn)損失,并且對(duì)災(zāi)區(qū)人們?cè)斐蓢?yán)重的精神打擊。尤其是對(duì)于災(zāi)區(qū)女性來(lái)說(shuō),她們面對(duì)自然災(zāi)害更顯現(xiàn)出脆弱性,容易在災(zāi)時(shí)和災(zāi)后出現(xiàn)生理健康、心理、資源獲取和權(quán)利表達(dá)、個(gè)人發(fā)展等多方面問(wèn)題。從社會(huì)性別角度出發(fā),充分評(píng)估考慮女性需求,給予女性合理的訴求表達(dá)通道和參與社會(huì)事務(wù)的機(jī)會(huì)是在災(zāi)害救助工作中必須樹(shù)立的意識(shí),也是保障女性權(quán)益必要的途徑。但是我國(guó)的災(zāi)害救助管理體系是“自上而下”的管理模式,存在著缺乏社會(huì)性別意識(shí)、缺少分性別統(tǒng)計(jì)數(shù)據(jù)、低估女性在災(zāi)害中的能力發(fā)揮和貢獻(xiàn)等問(wèn)題,女性在災(zāi)后的需求往往無(wú)法得到滿足,不利于災(zāi)后女性心理重建和個(gè)人發(fā)展。針對(duì)現(xiàn)代災(zāi)害管理中存在的性別問(wèn)題,災(zāi)害社會(huì)工作者以其在災(zāi)害中扮演的獨(dú)特角色和專業(yè)本質(zhì)屬性,在介入災(zāi)后救助工作中具有天然優(yōu)勢(shì)。自2008年“5.12"汶川特大地震發(fā)生后,以“助人自助"為專業(yè)使命的社會(huì)工作者在第一時(shí)間奔赴災(zāi)區(qū)開(kāi)展工作,填補(bǔ)了在此之前災(zāi)害社會(huì)工作實(shí)務(wù)幾乎空白的歷史,災(zāi)害社會(huì)工作在理論和實(shí)務(wù)領(lǐng)域的迅速發(fā)展使其越來(lái)越成為受學(xué)術(shù)界和社會(huì)關(guān)注的災(zāi)害救助力量①。本文通過(guò)大量的文獻(xiàn)研究和案例分析,分別從兩性受災(zāi)害影響的差異性、我國(guó)災(zāi)害管理理論中的性別問(wèn)題、災(zāi)害社會(huì)工作解決性別問(wèn)題的優(yōu)勢(shì)分析、社會(huì)性別視角下災(zāi)害社會(huì)工作的介入途徑研究等四部分,闡述了災(zāi)害社會(huì)工作推動(dòng)社會(huì)性別平等、保障性別公平、實(shí)現(xiàn)兩性和諧發(fā)展的重大作用和意義。
[Abstract]:China is one of the few countries with high incidence of natural disasters in the world. Because of the characteristics of many kinds of disasters, high frequency, wide distribution and great difference in regional disaster relief capacity, the affected areas often suffer huge casualties and property losses, and cause serious mental blows to the people in the disaster areas. Especially for women in disaster areas, they are more vulnerable to natural disasters, prone to physical health, psychology, access to resources and expression of rights, personal development and so on. From the perspective of gender, it is necessary to fully evaluate and consider the needs of women, to give them a reasonable channel of expression and opportunities to participate in social affairs, which must be established in the work of disaster relief, and is also a necessary way to protect the rights and interests of women. However, the disaster relief management system of our country is a "top-down" management model, which has some problems, such as lack of gender awareness, lack of gender statistics, underestimating the ability and contribution of women in disasters, and so on. Women's post-disaster needs are often unmet, which is not conducive to women's psychological reconstruction and personal development. In view of the gender problems existing in modern disaster management, disaster social workers have natural advantages in the post-disaster relief work because of their unique role and professional nature. Since the "May 12" Wenchuan earthquake occurred in 2008, social workers with the professional mission of "helping others to help themselves" have rushed to the disaster areas to carry out their work in the first time, filling up the history of almost blank practice of disaster social work before that. With the rapid development of disaster social work in the field of theory and practice, it has become a disaster relief force of academic and social concern more and more. Through a large number of literature studies and case studies, this paper analyzes the differences between the two sexes affected by disasters, the gender issues in the disaster management theory, and the advantages of the disaster social work in solving the gender problems. Four parts of the research on the approach of disaster social work from the perspective of social gender are discussed in this paper. The important role and significance of disaster social work in promoting gender equality, ensuring gender equity and realizing the harmonious development of both sexes are expounded.
