【摘要】：互聯(lián)網(wǎng)作為信息交流的重要平臺(tái)和經(jīng)濟(jì)社會(huì)發(fā)展的重要驅(qū)動(dòng),其強(qiáng)大影響力和沖擊力,已經(jīng)引起社會(huì)各界的高度關(guān)注。一方面,網(wǎng)絡(luò)極大地便利了人們的生產(chǎn)生活,推動(dòng)了經(jīng)濟(jì)社會(huì)進(jìn)步；另一方面,由網(wǎng)絡(luò)直接或間接引發(fā)的各種矛盾和問題不斷凸顯,比如：網(wǎng)上不良信息屢禁不止,網(wǎng)絡(luò)違法犯罪行為頻繁發(fā)生,網(wǎng)上輿論不斷激化社會(huì)矛盾,敵對勢力的網(wǎng)絡(luò)滲透和煽動(dòng)活動(dòng)從未停止,等等。針對互聯(lián)網(wǎng)上的各種問題,國內(nèi)外都提出了互聯(lián)網(wǎng)治理的措施和建議,形成了相關(guān)的互聯(lián)網(wǎng)治理理論,各國在實(shí)踐中也取得了不錯(cuò)的治理效果。但是翻閱相關(guān)文獻(xiàn)發(fā)現(xiàn),從地方政府角度進(jìn)行互聯(lián)網(wǎng)治理的文章幾乎沒有,為此本文就以筆者所工作生活的城市——揚(yáng)州為立足點(diǎn),運(yùn)用“政府管制”、“把關(guān)人”、協(xié)同治理理論,采用文獻(xiàn)研究法、數(shù)據(jù)分析法、實(shí)證研究法來分析互聯(lián)網(wǎng)治理成效、存在的問題以及結(jié)合國內(nèi)外經(jīng)驗(yàn)提出以下幾條對策：一、 明確揚(yáng)州市政府互聯(lián)網(wǎng)治理的范圍及目的,主要包括提高輿情監(jiān)控能力、強(qiáng)化網(wǎng)絡(luò)信息安全、降低網(wǎng)絡(luò)刑事案件；二、明確互聯(lián)網(wǎng)治理牽頭部門；三、 建立統(tǒng)一的網(wǎng)絡(luò)輿情監(jiān)控及預(yù)警機(jī)制,包括統(tǒng)一管理揚(yáng)州市轄區(qū)主要單位官方信息發(fā)布渠道、重點(diǎn)落實(shí)揚(yáng)州市知名論壇的網(wǎng)絡(luò)實(shí)名制工作、運(yùn)用新方法管控新媒體信息發(fā)布；四、落實(shí)移動(dòng)電話實(shí)名制,保障網(wǎng)絡(luò)信息安全；五、運(yùn)用技術(shù)手段降低涉網(wǎng)案件的發(fā)生,主要包括網(wǎng)吧上網(wǎng)時(shí)間控制技術(shù)方案、VOIP規(guī)避技術(shù)方案、追蹤上網(wǎng)軌跡技術(shù)方案以及不良信息傳播限制方案。政府進(jìn)一步強(qiáng)化互聯(lián)網(wǎng)治理后,提升了城市互聯(lián)網(wǎng)治理水平,吸引更多互聯(lián)網(wǎng)及相關(guān)企業(yè)來揚(yáng)投資,拉動(dòng)GDP增長以及促進(jìn)就業(yè),最終提升百姓幸福指數(shù)。
[Abstract]:As an important platform for information exchange and an important driving force for economic and social development, the Internet has attracted great attention from all walks of life because of its powerful influence and impact. On the one hand, the network greatly facilitates people's production and life, and promotes economic and social progress; on the other hand, various contradictions and problems caused directly or indirectly by the network are constantly highlighted, such as repeated prohibition of bad information on the Internet. The network illegal and criminal behavior frequently occurs, the network public opinion unceasingly intensifies the social contradiction, the hostile force network permeates and incites the activity and so on, and so on. In view of all kinds of problems on the Internet, the measures and suggestions of Internet governance have been put forward at home and abroad, and the relevant theories of Internet governance have been formed, and many countries have also achieved good governance results in practice. However, it is found that there are almost no articles on Internet governance from the angle of local government. Therefore, this article takes Yangzhou, the city where I work and lives, as the foothold, using "government control" and "gatekeeper". Collaborative governance theory, using literature research, data analysis, empirical research to analyze the effectiveness of Internet governance, The existing problems and combined with domestic and foreign experience put forward the following countermeasures: first, clear the scope and purpose of Yangzhou municipal government Internet governance, mainly including improving the ability of public opinion monitoring, strengthening network information security, reducing network criminal cases; second, Make clear the leading department of Internet governance; third, establish a unified network public opinion monitoring and early warning mechanism, including unified management of official information distribution channels for major units in Yangzhou City area, and focus on the implementation of the network real name system of well-known forums in Yangzhou. Using new methods to control the release of new media information; fourth, implementing the real name system of mobile phones to ensure the security of network information; fifthly, using technical means to reduce the occurrence of Web-related cases, It mainly includes Internet bar time control scheme, VOIP circumvention technology scheme, tracking Internet track technology scheme and bad information dissemination restriction scheme. By further strengthening Internet governance, the government has raised the level of urban Internet governance, attracting more Internet and related businesses to invest, boosting GDP growth and employment, and ultimately raising the people's happiness index.
