【摘要】：長期以來,公共權(quán)力是公共管理研究的重要課題,公共權(quán)力運(yùn)行的結(jié)果事關(guān)社會(huì)安定和民生福祉,推進(jìn)公共權(quán)力運(yùn)行公開化是推進(jìn)國家治理體系和治理能力現(xiàn)代化的應(yīng)有之義。然而,在現(xiàn)實(shí)生活中,公共權(quán)力運(yùn)行的公開性相對(duì)不足,公共權(quán)力運(yùn)行背離了公共性。電子治理是電子信息技術(shù)與治理理論相結(jié)合的產(chǎn)物,電子治理是實(shí)現(xiàn)公共權(quán)力運(yùn)行公開化的有效方式。通過電子治理路徑推進(jìn)公共權(quán)力運(yùn)行公開化能夠提升公共權(quán)力運(yùn)行的公開化程度,提高公民的政治參與程度,提升國家社會(huì)治理水平,推進(jìn)國家治理體系和治理能力現(xiàn)代化。本文首先對(duì)電子治理及其相關(guān)理論進(jìn)行了研究,在本文語境中,電子治理與治理理論一脈相承,電子治理是治理理論在電子信息技術(shù)領(lǐng)域的延伸,電子治理不應(yīng)當(dāng)僅僅局限于治理理論的窠臼,還應(yīng)當(dāng)引入制度理論,為電子治理進(jìn)行制度化設(shè)計(jì),保證電子治理的長效性和可靠性。其次,本文分析了公共權(quán)力運(yùn)行公開化的電子治理現(xiàn)狀,從電子治理推進(jìn)公共權(quán)力運(yùn)行法治化、民主化和透明化三個(gè)方面入手,對(duì)電子治理促進(jìn)公共權(quán)力運(yùn)行公開的現(xiàn)狀進(jìn)行了分析和解讀。再次,目前電子治理路徑尚存在一些不完善之處,本文從技術(shù)障礙、制度障礙和觀念障礙三個(gè)方面分析了目前電子治理的不足之處。最后,針對(duì)上述不足提出了解決方案,從技術(shù)變革、制度變革和觀念變革三個(gè)方面改進(jìn)電子治理,推進(jìn)公共權(quán)力運(yùn)行公開化。公共權(quán)力運(yùn)行公開化是一個(gè)艱巨的歷史性任務(wù),本文從電子治理的視角進(jìn)行初步的探索,以期為公共權(quán)力運(yùn)行公開化提供一些借鑒和思路。
[Abstract]:For a long time, public power is an important subject in the study of public management. The result of public power operation is related to the social stability and the well-being of the people's livelihood. It is necessary to promote the public power operation to promote the modernization of national governance system and governance ability. However, in real life, the operation of public power is relatively insufficient, which deviates from the public. Electronic governance is the result of the combination of electronic information technology and governance theory, and electronic governance is an effective way to realize the open operation of public power. Through the electronic governance path to promote the open operation of public power can enhance the degree of public power operation, increase the degree of political participation of citizens, promote the level of national social governance, and promote the modernization of national governance system and governance ability. In the context of this paper, the theory of electronic governance and governance follow the same line. Electronic governance is the extension of governance theory in the field of electronic information technology. Electronic governance should not only be confined to the rut of governance theory, but also introduce institutional theory to institutionalize electronic governance so as to ensure the long-term effectiveness and reliability of electronic governance. Secondly, this paper analyzes the current situation of electronic governance of public power operation, starting from three aspects of electronic governance to promote the rule of law, democratization and transparency of public power operation. This paper analyzes and interprets the current situation of electronic governance to promote the public power operation and publicity. Thirdly, there are still some imperfections in the current electronic governance path. This paper analyzes the shortcomings of electronic governance from three aspects: technical barriers, institutional obstacles and conceptual obstacles. Finally, in view of the above deficiencies, the paper puts forward solutions to improve electronic governance from three aspects: technological change, institutional change and conceptual change, and promote the public power operation to be open. The operation of public power is an arduous and historic task. This paper makes a preliminary exploration from the perspective of electronic governance in order to provide some references and ideas for the operation of public power.
