【摘要】：出于規(guī)避同業(yè)競(jìng)爭(zhēng)和負(fù)外部性的目的,本地企業(yè)也會(huì)積極介入到鄰避事件中去。一方面,借助于企業(yè)領(lǐng)導(dǎo)的人大代表或政協(xié)委員身份,或者動(dòng)員本地重要人物等政治資源,在人大、政協(xié)、公開(kāi)聽(tīng)證和行政訴訟等政治場(chǎng)域?qū)︵彵茼?xiàng)目實(shí)施體制內(nèi)抵制;另一方面,在體制外政治場(chǎng)域,本地企業(yè)甚至?xí)蔀榭棺h主體,隱蔽動(dòng)員本地公民采取行動(dòng)來(lái)直接抗議鄰避項(xiàng)目。基于上述事實(shí),研究認(rèn)為,鄰避事件(如什邡事件和啟東事件)并非簡(jiǎn)單意義上的公民環(huán)境抗議事件,而是本地企業(yè)為了保護(hù)自身市場(chǎng)利益而推動(dòng)的針對(duì)引進(jìn)項(xiàng)目的企業(yè)競(jìng)爭(zhēng)行為。對(duì)于此類(lèi)事件的應(yīng)對(duì),除卻公民導(dǎo)向的信息公開(kāi)工作外,還需要政府親自,或借助行業(yè)協(xié)會(huì)的作用,從地方產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的高度來(lái)予以預(yù)防和處置。
[Abstract]:For the purpose of avoiding peer competition and negative externalities, local enterprises will actively intervene in neighboring events. On the one hand, with the help of the status of NPC deputies or CPPCC members led by enterprises, or the mobilization of political resources such as local important figures, boycotting the implementation system of neighboring projects in the political field such as the people's Congress, the CPPCC, public hearings and administrative litigation; On the other hand, in the political field outside the system, local enterprises will even become the main body of protest, secretly mobilize local citizens to take action to protest directly against neighboring projects. Based on the above facts, the study concluded that the neighboring events (such as the Shifang incident and the Qidong incident) are not simply civil environmental protests. It is the competitive behavior of local enterprises to protect their own market interests. To deal with this kind of incident, besides the work of citizen oriented information publicity, it is also necessary for the government to prevent and deal with it from the height of the adjustment of local industrial structure, either by the government itself or by virtue of the role of the trade association.
