【摘要】：公共服務(wù)有效配置作為產(chǎn)城融合的"催化劑""黏合劑""膨化劑",對(duì)產(chǎn)城融合具有重要的推動(dòng)作用。產(chǎn)城融合下公共服務(wù)配置是以公平、效率為目標(biāo)導(dǎo)向,實(shí)現(xiàn)數(shù)量匹配、結(jié)構(gòu)匹配和質(zhì)量匹配的價(jià)值內(nèi)涵,達(dá)到公共服務(wù)有效供給、有效分配、有效利用的結(jié)果。研究發(fā)現(xiàn),在產(chǎn)城融合發(fā)展過(guò)程中,并未完全實(shí)現(xiàn)公共服務(wù)的動(dòng)力作用,在空間維度、類(lèi)型維度、時(shí)間維度等存在諸多失效問(wèn)題。公共服務(wù)配置滯后、結(jié)構(gòu)匹配失衡、空間格局錯(cuò)位反而成為產(chǎn)業(yè)化與城市化有機(jī)融合的巨大阻力,只有強(qiáng)調(diào)城市發(fā)展空間區(qū)位公共服務(wù)資源要素匹配,關(guān)注產(chǎn)城融合區(qū)功能差異化,重視產(chǎn)城融合的發(fā)展時(shí)序,才能重塑產(chǎn)城融合過(guò)程中公共服務(wù)的有效配置,加快產(chǎn)城融合的步伐。
[Abstract]:The effective allocation of public service, as a catalyst, a binder and a bulking agent, plays an important role in promoting the integration of industrial and urban areas. Under the integration of production and city, public service allocation is based on fairness and efficiency, realizing the value connotation of quantity matching, structure matching and quality matching, so as to achieve the result of effective supply, effective distribution and effective utilization of public service. It is found that the dynamic role of public service has not been fully realized in the process of the integration and development of industrial and urban areas, and there are many invalidation problems in space dimension, type dimension, time dimension and so on. The lag of public service allocation, the imbalance of structure matching, and the dislocation of spatial pattern have become the great resistance to the organic integration of industrialization and urbanization, only emphasizing the matching of the elements of public service resources in the spatial location of urban development. Only by paying attention to the functional differentiation of the industry city fusion area and paying attention to the development sequence of the industry city integration can the effective allocation of public service in the process of the industry city integration be remade and the pace of the industry city integration be accelerated.
