【摘要】：新公共管理改革的要義之一是公共部門結構分工所帶來的機構化,該現象越來越多地體現在政策制定者的決策議程中。在經濟社會轉型背景下,我國部分地方政府為了經濟發(fā)展、政治民主和社會穩(wěn)定也通過機構化的方式來應對挑戰(zhàn),但學理上對我國地方治理背景下組織結構分工與形態(tài)變化現象的理論解釋頗為匱乏。本文運用組織理論、新公共管理理論解釋該現象的影響因素、演變邏輯,并結合后新公共管理理論提出相應發(fā)展策略。
[Abstract]:One of the essentials of the new public management reform is the institutionalization brought about by the division of labor in the public sector structure, which is more and more reflected in the decision-making agenda of policy makers. In the context of economic and social transformation, some local governments in our country also respond to the challenges through institutionalization for the sake of economic development, political democracy and social stability. However, the theoretical explanation of the division of labor and the change of organization structure under the background of local governance is rather scarce. This paper uses the organization theory and the new public management theory to explain the influencing factors of this phenomenon and the evolution logic, and puts forward the corresponding development strategy combined with the post-new public management theory.
