【摘要】：逆向合同外包是政府將已經(jīng)外包出去的公共服務(wù)收回并且重新交由政府提供的公共服務(wù)。近年來(lái),這一現(xiàn)象在國(guó)內(nèi)的實(shí)踐中屢有發(fā)生。從逆向合同外包角度出發(fā),系統(tǒng)梳理國(guó)內(nèi)外逆向合同外包現(xiàn)象研究,并結(jié)合實(shí)際調(diào)研所得,分析我國(guó)的鄉(xiāng)鎮(zhèn)事業(yè)單位改革中"七站八所"的重置現(xiàn)象,以期為中國(guó)事業(yè)單位改革的反思提供一種新視角,對(duì)政府公共服務(wù)職能轉(zhuǎn)變做更深層次的思考。
[Abstract]:Reverse contract outsourcing is a kind of public service that the government has already outsourced and handed over to the government. In recent years, this phenomenon has occurred repeatedly in domestic practice. From the perspective of reverse contract outsourcing, this paper systematically combs the research on the phenomenon of reverse contract outsourcing at home and abroad, and analyzes the resetting phenomenon of "seven stations and eight stations" in the reform of township institutions in China. In order to provide a new perspective for the reform of public institutions in China, the transformation of government public service functions to do a deeper thinking.
