【摘要】：基本公共服務(wù)均等化在當(dāng)代中國(guó)具有現(xiàn)實(shí)的正當(dāng)性、必要性與可能性。進(jìn)行基本公共服務(wù)均等化政策文本的回顧與反思具有重要的意義。采取內(nèi)容分析法、時(shí)間序列分析法與批評(píng)話語(yǔ)分析,對(duì)建國(guó)60多年來(lái)基本公共服務(wù)均等化的政策文本進(jìn)行檢視,可見(jiàn)我國(guó)基本公共服務(wù)呈現(xiàn)從城鄉(xiāng)兼顧、城鄉(xiāng)失衡到城鄉(xiāng)統(tǒng)籌的發(fā)展軌跡。我國(guó)基本公共服務(wù)政策存在著價(jià)值理性與技術(shù)理性的雙重缺失。只有不斷推動(dòng)基本公共服務(wù)政策的法治化、民主化與科學(xué)化進(jìn)程,才能最終將我國(guó)基本公共服務(wù)均等化奠基于堅(jiān)實(shí)的制度基石上。
[Abstract]:Equalization of basic public services in contemporary China has realistic legitimacy, necessity and possibility. It is of great significance to review and reflect on the policy of equalization of basic public services. By using content analysis, time series analysis and critical discourse analysis, this paper examines the policy texts of equalization of basic public services since the founding of the people's Republic of China. The development track of urban and rural imbalance to urban and rural overall planning. The basic public service policy of our country has the double deficiency of value rationality and technical rationality. Only by continuously promoting the rule of law, democratization and scientific process of the basic public service policy, can the equalization of basic public service in our country be finally founded on the solid foundation stone of the system.
