【摘要】：政府服務(wù)職能的凸顯是世界性潮流和趨勢(shì),在人類文明發(fā)展和進(jìn)步中是不可逆轉(zhuǎn)的。正因?yàn)槿绱?新公共服務(wù)理論受到了世界各國(guó)政府的普遍重視并被應(yīng)用到各國(guó)政府深化改革的實(shí)踐中。電子政務(wù)建設(shè)是信息化工程推進(jìn)的重要組成部分,而信息化工程則是我國(guó)適應(yīng)經(jīng)濟(jì)社會(huì)發(fā)展、建設(shè)全面小康社會(huì)、構(gòu)建服務(wù)型政府的戰(zhàn)略性工程。網(wǎng)站平臺(tái)是電子政務(wù)建設(shè)成效的展示窗口,政府門戶網(wǎng)站建設(shè)在我國(guó)各級(jí)政府信息化系統(tǒng)工程推動(dòng)過(guò)程中得到了快速發(fā)展。地方政府是社會(huì)管理和提供公共服務(wù)的具體執(zhí)行者,其公共行為直接影響到社會(huì)公眾的行為規(guī)范和服務(wù)獲取,利用信息化技術(shù)快速推進(jìn)地方政府網(wǎng)站平臺(tái)建設(shè)以滿足社會(huì)公眾的服務(wù)訴求具有時(shí)代必然性。本文以西部邊疆地區(qū)的騰沖市政府門戶網(wǎng)站建設(shè)的服務(wù)功能為切入點(diǎn)進(jìn)行研究。文章對(duì)政府門戶網(wǎng)站及其服務(wù)功能等相關(guān)理論進(jìn)行了梳理,以新公共服務(wù)理論為理論支撐,總結(jié)我國(guó)政府門戶網(wǎng)站服務(wù)功能發(fā)揮的總體概況。文章重點(diǎn)對(duì)云南省騰沖市政府門戶網(wǎng)站服務(wù)功能現(xiàn)狀進(jìn)行考察和分析,當(dāng)前網(wǎng)站服務(wù)功能主要存在以下幾個(gè)方面的問(wèn)題:互動(dòng)性差,公民參與度不高;信息發(fā)布不及時(shí),不能滿足公眾需求;網(wǎng)頁(yè)布局不合理,設(shè)計(jì)不規(guī)范;公民主體意識(shí)淡薄。門戶網(wǎng)站的服務(wù)功能應(yīng)當(dāng)在以下幾個(gè)方面進(jìn)行改進(jìn):(1)明確網(wǎng)站定位,強(qiáng)化服務(wù)意識(shí);(2)完善信息化建設(shè)推進(jìn)保障機(jī)制;(3)加大信息整合力度;(4)提升并發(fā)揮網(wǎng)站平臺(tái)互動(dòng)交流功能。從而真正實(shí)現(xiàn)政府系統(tǒng)的信息化辦公,提高工作效能,為社會(huì)公眾提供高效優(yōu)質(zhì)的服務(wù)。
[Abstract]:The prominent function of government service is a worldwide trend and irreversible in the development and progress of human civilization. Because of this, the new public service theory has received the universal attention of the governments all over the world and has been applied to the practice of deepening the reform of the governments of all countries. E-government construction is an important part of the promotion of information engineering, and information engineering is a strategic project to adapt to the economic and social development, to build a well-off society in an all-round way, and to build a service-oriented government. The website platform is the display window of the effect of the e-government construction. The construction of the government portal website has been developed rapidly in the process of promoting the informatization system engineering of the government at all levels in our country. The local government is the concrete executor of the social management and the provision of public services, and its public behavior directly affects the social public behavior norms and service acquisition. It is inevitable to use information technology to promote the construction of local government website platform to meet the demands of the public. This paper studies the service function of Tengchong municipal government portal construction in western frontier area. Based on the new public service theory, this paper summarizes the general situation of the government portal service function in our country. This paper focuses on the investigation and analysis of the present situation of the portal service function of Tengchong Municipal Government in Yunnan Province. The main problems of the current website service function are as follows: poor interaction, low citizen participation, untimely release of information. Unable to meet the needs of the public; unreasonable layout of web pages, irregular design; weak awareness of citizens. The service function of the portal website should be improved in the following aspects: 1) to define the position of the website, 2) to perfect the information construction, to promote the guarantee mechanism, and 3) to enhance the integration of information and give full play to the interactive communication function of the website platform. In order to truly achieve the government system of information office, improve the efficiency of work, to provide high-efficiency and quality services for the public.
