【摘要】：長期以來,政府職能議題得到了人們的持續(xù)性關(guān)注,已經(jīng)成為政治學(xué)和公共行政學(xué)的共有主題。在政府社會治理的實踐中,為了應(yīng)對社會復(fù)雜性的增強(qiáng)以及治理問題的復(fù)雜化,政府職能呈現(xiàn)出持續(xù)性增長的態(tài)勢。20世紀(jì)后期以來,當(dāng)人類社會逐漸從低度復(fù)雜性演變?yōu)楦叨葟?fù)雜性的時候,既有的政府社會治理模式遭遇前所未有的挑戰(zhàn)。"治理失靈"的常態(tài)化和總體性在事實上宣告了政府通過職能增長來降低社會復(fù)雜性的行動的失敗。在這種情形下,運用復(fù)雜性的理論視角來對高度復(fù)雜性條件下的政府職能議題作專門的研究具有重要的意義。在高度復(fù)雜性的社會條件下政府職能將會轉(zhuǎn)變?yōu)橐龑?dǎo)型,政府將會通過扮演引導(dǎo)者的角色來與非政府伙伴展開合作,以共同應(yīng)對復(fù)雜性的無限增長。政府職能的研究也將服務(wù)于對引導(dǎo)型職能的理論確認(rèn)和優(yōu)化,從實證主義導(dǎo)向的研究轉(zhuǎn)變?yōu)橐环N以規(guī)范研究為內(nèi)核的總體性研究。
[Abstract]:For a long time, the issue of government function has been continuously concerned by people and has become a common theme in politics and public administration. In the practice of government social governance, in order to cope with the increase of social complexity and the complexity of governance, the government functions show a trend of sustained growth since the late 20th century. As human society gradually evolves from low complexity to high complexity, the existing model of government social governance is facing unprecedented challenges. " The normality and totality of governance failure in fact declare the failure of the government's action to reduce the social complexity through the function growth. In this case, it is of great significance to use the theory of complexity to make a special study on the issue of government function under the condition of high complexity. Under the highly complex social conditions, the government function will be transformed into the leading type, and the government will cooperate with the non-governmental partners by playing the role of guide, so as to cope with the infinite growth of complexity. The research of government functions will also serve the theoretical confirmation and optimization of guiding functions, from positivism oriented research to a general study with normative research as the core.
