【摘要】：21世紀(jì)是互聯(lián)網(wǎng)時(shí)代,隨著電子信息技術(shù)的快速發(fā)展,網(wǎng)絡(luò)已經(jīng)成為公民日常生活必不可少的組成部分。由于網(wǎng)絡(luò)的匿名性及便捷性特點(diǎn),社會(huì)公眾更傾向于通過(guò)互聯(lián)網(wǎng)渠道發(fā)表觀點(diǎn)。目前,我國(guó)正處在社會(huì)深度轉(zhuǎn)型時(shí)期,經(jīng)濟(jì)體制及政治制度的變革激發(fā)社會(huì)沖突,導(dǎo)致社會(huì)公共事件不斷發(fā)生。這些公共事件通過(guò)網(wǎng)絡(luò)的傳播及網(wǎng)民的討論,在短時(shí)間內(nèi)就會(huì)形成網(wǎng)絡(luò)輿論場(chǎng),隨著網(wǎng)絡(luò)輿論規(guī)模地不斷擴(kuò)大及極端化,這種網(wǎng)絡(luò)輿論事件就會(huì)轉(zhuǎn)入現(xiàn)實(shí)社會(huì)中,對(duì)地方政府的行政工作帶來(lái)沖擊,損害地方政府的公信力。所以,本文深入研究網(wǎng)絡(luò)輿論危機(jī)背景下如何提升地方政府公信力對(duì)地方政府順利推行行政工作具有十分重要的意義。本文主要運(yùn)用文獻(xiàn)查閱及資料收集的方式,通過(guò)研讀中外學(xué)者的學(xué)術(shù)專(zhuān)著,對(duì)網(wǎng)絡(luò)輿論危機(jī)及地方政府公信力進(jìn)行了深入地了解。從而對(duì)相關(guān)概念進(jìn)行了重新界定,并深入剖析了導(dǎo)致地方政府公信力缺失的原因。而后通過(guò)系統(tǒng)研究方法,運(yùn)用多學(xué)科視角及現(xiàn)代科學(xué)分析技術(shù),理論聯(lián)系實(shí)際,系統(tǒng)地提出應(yīng)對(duì)網(wǎng)絡(luò)輿論危機(jī)、提升地方政府公信力的實(shí)用性對(duì)策。隨著互聯(lián)網(wǎng)技術(shù)的不斷發(fā)展以及社會(huì)公眾參與公共事務(wù)意識(shí)的不斷提高,網(wǎng)絡(luò)輿論事件已經(jīng)成為地方政府行政工作的重要構(gòu)成部分,所以通過(guò)努力提高地方政府行政能力,完善其形象,提升其公信力十分必要。本文的寫(xiě)作以期為網(wǎng)絡(luò)輿論危機(jī)背景下地方政府公信力建設(shè)做出有益探索。
[Abstract]:The 21st century is the Internet era. With the rapid development of electronic information technology, the network has become an indispensable part of citizens' daily life. Because of the anonymity and convenience of the Internet, the public are more inclined to express their views through the Internet channel. At present, our country is in the period of deep social transformation. The change of economic system and political system stimulates the social conflict and causes the social public events to happen constantly. These public events propagate through the network and the discussion of Internet users, in a short period of time will form the network public opinion field, as the scale of network public opinion continues to expand and become extreme, this kind of network public opinion event will turn into the real society. To the local government's administration work brings the impact, damages the local government's credibility. Therefore, it is of great significance for the local government to carry out the administrative work smoothly under the background of the network public opinion crisis and how to enhance the credibility of the local government. This article mainly uses the way of literature reference and data collection, through reading the academic monographs of Chinese and foreign scholars, has carried on the thorough understanding to the network public opinion crisis and the local government credibility. So the related concepts are redefined, and the causes of the lack of credibility of local governments are deeply analyzed. Then through the systematic research method, using the multi-disciplinary angle of view and modern scientific analysis technology, combining theory with practice, the paper systematically puts forward practical countermeasures to deal with the network public opinion crisis and enhance the credibility of local government. With the continuous development of Internet technology and the increasing awareness of public participation in public affairs, network public opinion has become an important part of local government administration, so through efforts to improve the local government administrative capacity, It is necessary to improve its image and enhance its credibility. The purpose of this paper is to make a beneficial exploration for the construction of local government credibility under the background of network public opinion crisis.
