【摘要】：政府購買服務(wù)是現(xiàn)代社會公共服務(wù)供給的發(fā)展方向,是政府提供公共服務(wù)的創(chuàng)新方式。社會組織是社會服務(wù)提供的重要力量,政府購買社會組織服務(wù)是政府提供公共服務(wù)的重要途徑。北京市每年使用市級社會建設(shè)專項(xiàng)資金購買社會組織服務(wù),在政策指導(dǎo)、經(jīng)費(fèi)保障、工作機(jī)制等方面積極探索實(shí)踐,取得了良好的社會效益,有效推進(jìn)了公共服務(wù)體系和制度建設(shè)及提供方式創(chuàng)新,為形成政府主導(dǎo)、社會參與、公辦民辦并舉的社會公共服務(wù)供給模式提供了借鑒參考、積累了經(jīng)驗(yàn)做法。
[Abstract]:Government purchase service is the development direction of public service supply in modern society, and it is the innovative way for government to provide public service. Social organization is an important force in the provision of social service, and government purchase of social organization service is an important way for the government to provide public service. Every year, Beijing uses special funds for social construction at the municipal level to purchase social organization services, actively exploring and practicing in the areas of policy guidance, funding guarantee, working mechanism, etc., and has achieved good social benefits. It has effectively promoted the public service system and system construction as well as the innovation of the mode of providing, and has provided the reference and accumulated the experience for forming the public service supply mode of the government leading, the social participation and the public run by the people.
