【摘要】：當(dāng)今中國(guó),社會(huì)治理主體正由一元走向多元,社會(huì)組織已成為社會(huì)有效治理不可或缺的力量。社會(huì)組織參與社會(huì)治理是以政府職能轉(zhuǎn)變?yōu)楹诵?以政府與社會(huì)組織間的雙向互動(dòng)為最終目標(biāo)。然而,由于我國(guó)社會(huì)組織尚處于發(fā)育階段,政府和公眾未能對(duì)社會(huì)組織的發(fā)展給予足夠的重視,沒(méi)能在制度安排等方面給以充分的支持和幫助,使社會(huì)組織在社會(huì)治理中的積極作用受到嚴(yán)重抑制。改進(jìn)和加強(qiáng)社會(huì)組織在社會(huì)治理中的功能作用,不僅要求我們要盡快完善社會(huì)組織法制,更要求我們要?jiǎng)?chuàng)新思想理念,做到合理規(guī)劃、科學(xué)定位、依法授權(quán)。本文從現(xiàn)存的各類社會(huì)組織成立、發(fā)展、規(guī)模等方面出發(fā),圍繞社會(huì)組織在社會(huì)治理的優(yōu)勢(shì)等,分析中國(guó)社會(huì)組織參與社會(huì)治理的現(xiàn)狀及存在的問(wèn)題,進(jìn)而對(duì)社會(huì)組織參與社會(huì)治理這一問(wèn)題進(jìn)行研究。以臺(tái)前縣社會(huì)組織參與社會(huì)治理為例,發(fā)現(xiàn)參與過(guò)程中存在的不足并對(duì)其原因進(jìn)行分析,從社會(huì)組織自身建設(shè)、公眾參與、政府定位等方面尋找對(duì)策,進(jìn)一步探索臺(tái)前縣社會(huì)組織參與社會(huì)治理的有效途徑,從而促進(jìn)社會(huì)組織更好更快的發(fā)展。
[Abstract]:In today's China, the main body of social governance is changing from unitary to pluralistic, and social organization has become an indispensable force for effective social governance. The participation of social organizations in social governance takes the transformation of government functions as the core and the two-way interaction between the government and social organizations as the ultimate goal. However, because the social organization of our country is still in the developmental stage, the government and the public have not paid enough attention to the development of the social organization, and have not been able to give sufficient support and help in the aspects of system arrangement and so on. Social organizations in the social governance of the positive role is seriously inhibited. To improve and strengthen the function of social organizations in social governance not only requires us to improve the legal system of social organizations as soon as possible, but also requires us to innovate our ideas, to make rational planning, to position scientifically and to authorize according to law. Based on the establishment, development and scale of all kinds of existing social organizations, this paper analyzes the current situation and existing problems of social organizations' participation in social governance, focusing on the advantages of social organizations in social governance. Then the social organizations to participate in the issue of social governance is studied. Taking the participation of social organizations in Taijian County as an example, this paper finds out the deficiencies in the process of participation and analyzes the reasons for it. The countermeasures are sought from the aspects of social organization self-construction, public participation, government orientation, and so on. In order to promote the better and faster development of social organizations, the effective ways for social organizations to participate in social governance in Taijian County are further explored.
