【摘要】：2014年,十八屆四中全會(huì)明確提出全面深化改革,轉(zhuǎn)變政府職能,在全國(guó)開展政府績(jī)效管理工作。在這樣的背景之下,廣東省政府順應(yīng)此種形式,選取省內(nèi)5個(gè)地級(jí)市和2個(gè)省級(jí)部門作為政府績(jī)效管理工作試點(diǎn),在省內(nèi)推行政府績(jī)效管理工作,在實(shí)施進(jìn)程中廣東省取得了相應(yīng)的成果,但不可避免的政府績(jī)效問題也隨之出現(xiàn),開展廣東政府績(jī)效管理工作研究迫在眉睫。本文從公共理論角度出發(fā),立足廣東省政府績(jī)效管理工作具體實(shí)踐,結(jié)合廣東省政府績(jī)效管理現(xiàn)狀,分析廣東省政府績(jī)效管理情況及實(shí)施成果,著重論述了廣東省實(shí)踐中面臨的問題:績(jī)效管理工作制度不健全;管理工作未設(shè)保障機(jī)制;缺乏創(chuàng)新的績(jī)效管理工作方式等,并結(jié)合廣東省政府績(jī)效管理實(shí)際情況,綜合分析績(jī)效管理問題成因,提出了加強(qiáng)和改進(jìn)廣東省政府績(jī)效管理的對(duì)策:完善績(jī)效管理工作制度;引入公眾參與機(jī)制;加強(qiáng)績(jī)效管理工作保障;改變傳統(tǒng)績(jī)效管理落后的工作方式等,逐步推動(dòng)廣東省實(shí)現(xiàn)工作規(guī)范化和管理程序化,為廣東省在進(jìn)行政府的績(jī)效管理方面的發(fā)展與創(chuàng)新,提供一點(diǎn)理論支持及實(shí)踐指導(dǎo)。
[Abstract]:In 2014, the fourth Plenary session of the 18th CPC Central Committee explicitly proposed to deepen the reform in an all-round way, transform government functions, and carry out government performance management work throughout the country. Under this background, Guangdong provincial government adapts to this kind of form, selects 5 prefectural cities and 2 provincial departments in the province as the government performance management work pilot, carries out the government performance management work in the province, In the process of implementation, Guangdong Province has made corresponding achievements, but the inevitable problems of government performance also appear, so it is urgent to carry out the research of Guangdong government performance management. From the angle of public theory, based on the concrete practice of Guangdong provincial government's performance management, and combining with the present situation of Guangdong provincial government's performance management, this paper analyzes the situation of Guangdong provincial government's performance management and its implementation results. This paper mainly discusses the problems in the practice of Guangdong Province, such as the imperfect performance management system, the lack of guarantee mechanism, the lack of innovative performance management methods, and the actual situation of the performance management of the Guangdong Provincial Government. Based on the analysis of the causes of the performance management problems, this paper puts forward some countermeasures to strengthen and improve the performance management of the Guangdong Provincial Government: perfecting the performance management system, introducing the mechanism of public participation, strengthening the guarantee of the performance management; By changing the backward working methods of traditional performance management and gradually promoting the standardization and management procedure of Guangdong Province, this paper provides some theoretical support and practical guidance for the development and innovation of the government performance management in Guangdong Province.
