【摘要】：在經(jīng)歷了經(jīng)濟的快速增長之后,我國目前正處于經(jīng)濟發(fā)展的轉(zhuǎn)型期。我國政府與市場的關(guān)系也在不斷變化中,但政府主導(dǎo)市場的模式還是沒有改變。我國經(jīng)濟體制改革的深化來源于市場制度的不斷完善,解決當(dāng)前的經(jīng)濟問題需要發(fā)揮市場在資源配置中起的決定性作用。隨著體制改革和政府職能轉(zhuǎn)變的不斷深入,推進政府職能轉(zhuǎn)變理所當(dāng)然成為深化行政體制改革的關(guān)鍵所在。中國(上海)自由貿(mào)易試驗區(qū)作為改革開放的"排頭兵",創(chuàng)新發(fā)展先行者,自然成為制度創(chuàng)新的試驗田與示范窗口。本研究根據(jù)國務(wù)院出臺的自貿(mào)區(qū)規(guī)劃方案,對方案目標(biāo)進行了分解,從多個角度對自貿(mào)區(qū)政府職能轉(zhuǎn)變的相關(guān)政策進行了采集、梳理和歸類,借鑒軟系統(tǒng)方法論,分析已制定政策的覆蓋完整程度;運用利益相關(guān)者理論,通過問卷調(diào)查和訪談的形式,檢驗了政策執(zhí)行的成效。對政策的成效進行總結(jié),發(fā)現(xiàn)不足,提出改進建議,并對上海自貿(mào)區(qū)未來的發(fā)展做出了展望。在政府職能轉(zhuǎn)型方面,上海自貿(mào)區(qū)目前已經(jīng)取得了較好的政策效果,在政策的制定和執(zhí)行環(huán)節(jié)都收到了良好的反饋。但是從研究結(jié)論來看,自貿(mào)區(qū)的權(quán)益保護制度還處于初級階段,已制定政策的覆蓋完整程度還不足,政策執(zhí)行的成效同樣存在著諸多不盡如人意的地方,留待日后改進。
[Abstract]:After the rapid economic growth, China is in the transition period of economic development. The relationship between government and market is also changing, but the mode of government dominating market has not changed. The deepening of China's economic system reform comes from the continuous improvement of the market system. To solve the current economic problems, it is necessary to give play to the decisive role of the market in the allocation of resources. With the deepening of the reform of the system and the transformation of government functions, it is of course the key to deepen the reform of the administrative system to promote the transformation of the functions of the government. As the vanguard of reform and opening up, China (Shanghai) free trade experimental area is the pioneer of innovation and development, which naturally becomes the test field and demonstration window of system innovation. According to the plan of the Free Trade Zone issued by the State Council, this study decomposes the program objectives, collects, sorts and classifies the policies related to the transformation of the government functions of the free trade zone from many angles, and draws lessons from the methodology of soft systems. This paper analyzes the complete coverage of the policy, and examines the effectiveness of policy implementation by means of questionnaire survey and interview with stakeholder theory. This paper summarizes the effect of the policy, finds out the deficiency, puts forward some suggestions for improvement, and forecasts the future development of Shanghai Free Trade Zone. In the aspect of government function transformation, Shanghai Free Trade Zone has achieved good policy effect and received good feedback in policy formulation and implementation. However, from the conclusion of the study, the protection system of the rights and interests of the free trade area is still in the primary stage, the coverage of the policy has not been completed enough, and the effect of policy implementation is also not satisfactory, which is to be improved in the future.
