【摘要】：信息技術(shù)的發(fā)展促進(jìn)了網(wǎng)絡(luò)問政的渠道的豐富化,網(wǎng)絡(luò)問政作為政治參與主體通過互聯(lián)網(wǎng)等信息平臺(tái),對(duì)公共事務(wù)公開表達(dá)其利益訴求,監(jiān)督政府行為,直接或間接的影響政府政策和決定、政府的運(yùn)行方式等的公共政治行為。網(wǎng)絡(luò)問政的廣度、深度和寬度不斷擴(kuò)展,網(wǎng)絡(luò)問政的議題涉及公共事務(wù)的諸多方面,公眾的參與行為影響著政府的政策制定和執(zhí)政方式。網(wǎng)絡(luò)問政屬于一種網(wǎng)絡(luò)政治,是政治民主化在網(wǎng)絡(luò)政治中的延伸。網(wǎng)絡(luò)問政的本質(zhì)是現(xiàn)實(shí)民意在互聯(lián)網(wǎng)空間的映射。政府回應(yīng)作為政府與公眾關(guān)系的核心環(huán)節(jié),政府積極地參與網(wǎng)絡(luò)問政,及時(shí)有效的回應(yīng)公眾訴求,成為政府政治智慧和行政能力的體現(xiàn),政府回應(yīng)是政府和社會(huì)、政府和公眾之間互動(dòng)的過程,作為政府與公眾和社會(huì)的一種互動(dòng)方式,是公眾參與網(wǎng)絡(luò)問政有效性的基本前提和重要保障。政府回應(yīng)機(jī)制運(yùn)行是政府回應(yīng)的實(shí)踐過程。是政府根據(jù)其與公眾的互動(dòng)關(guān)系原理,通過政策回應(yīng)和公眾參與,實(shí)現(xiàn)政府和社會(huì)公眾之間的各個(gè)要素之間自覺、穩(wěn)定、可持續(xù)的相互關(guān)系,同時(shí)進(jìn)行有意識(shí)的制度設(shè)計(jì),實(shí)現(xiàn)政府組織的內(nèi)在機(jī)能和流程的良好運(yùn)行的過程。政府回應(yīng)機(jī)制的目的就是要實(shí)現(xiàn)公眾利益表達(dá)的常規(guī)化,保障公眾的基本訴求,實(shí)現(xiàn)社會(huì)的有效政治參與和管理。政府回應(yīng)機(jī)制的構(gòu)建的目的是實(shí)現(xiàn)公眾利益表達(dá)的行為正�；统Ｒ�(guī)化的需要,是政府提高其信任度、增強(qiáng)其合法性、促使其治理創(chuàng)新、提高公共服務(wù)水平的需要。政府回應(yīng)與網(wǎng)絡(luò)問政的利益一致性、回應(yīng)流程的單一化以及回應(yīng)型政府建設(shè)的要求為政府回應(yīng)機(jī)制的構(gòu)建和優(yōu)化提供了契機(jī)�；诰W(wǎng)絡(luò)問政的政府回應(yīng)機(jī)制運(yùn)行是檢驗(yàn)回應(yīng)機(jī)制構(gòu)建的有效性的一個(gè)過程.通過文獻(xiàn)資料查閱、典型案例分析和網(wǎng)絡(luò)問卷調(diào)查,通過統(tǒng)計(jì)數(shù)據(jù),研究出針對(duì)一般性政府回應(yīng)機(jī)制運(yùn)行過程中存在的回應(yīng)主體理念不足、與公眾互動(dòng)回應(yīng)較少、回應(yīng)效力較低等現(xiàn)狀,深層剖析出政府回應(yīng)機(jī)制構(gòu)建和運(yùn)行過程中政府權(quán)力結(jié)構(gòu)碎片化、回應(yīng)方式和流程單一、回應(yīng)非制度化和非理性化等原因。結(jié)合政府回應(yīng)機(jī)制構(gòu)建和運(yùn)行的典型案例,運(yùn)用協(xié)同學(xué)、系統(tǒng)學(xué)等相關(guān)理論,對(duì)政府回應(yīng)機(jī)制運(yùn)行過程進(jìn)行優(yōu)化,通過改革政府機(jī)構(gòu)和轉(zhuǎn)變政府職能,明確政府回應(yīng)主體,轉(zhuǎn)變政府和公眾回應(yīng)理念,同時(shí)建立制度化的政府回應(yīng)機(jī)制,將反饋制度、績效考核制度、問責(zé)制度等運(yùn)用于政府回應(yīng)機(jī)制運(yùn)行中,再通過細(xì)化和改進(jìn)政府回應(yīng)流程,完善政府回應(yīng)機(jī)制的運(yùn)行過程,構(gòu)建政府與公眾的協(xié)同和融合回應(yīng)模式,促使政府回應(yīng)機(jī)制運(yùn)行更具實(shí)踐性和可操作性,對(duì)于實(shí)現(xiàn)從個(gè)案回應(yīng)到制度性回應(yīng)具有理論意義和現(xiàn)實(shí)意義。
[Abstract]:The development of information technology has promoted the enrichment of the network political channels. As the main body of political participation through the information platform such as the Internet, it openly expresses its interests to the public affairs and supervises the government behavior. Public political behavior that directly or indirectly influences government policies and decisions, the way the government operates, etc. The scope, depth and width of network governance are constantly expanding. The issues of network governance involve many aspects of public affairs, and the behavior of public participation affects the government's policy making and the way of governance. Network politics is a kind of network politics, which is the extension of political democratization in network politics. The essence of network politics is the mapping of realistic public opinion in Internet space. As the core link of the relationship between the government and the public, the government actively participates in the network administration, responds to the public demands in a timely and effective manner, and becomes the embodiment of the government's political wisdom and administrative ability. The government's response is the government and the society. The process of interaction between the government and the public, as an interactive way between the government and the public and the society, is the basic premise and important guarantee for the public to participate in the effectiveness of network governance. The operation of government response mechanism is the practical process of government response. According to the principle of interaction between the government and the public, through policy response and public participation, the government realizes the conscious, stable and sustainable relationship between the various elements of the government and the public, and carries on the conscious system design at the same time. The process of realizing the internal function and process of government organization. The purpose of the government response mechanism is to realize the regularization of the expression of public interests, to protect the basic demands of the public, and to realize the effective political participation and management of the society. The purpose of government response mechanism is to normalize and regularize the behavior of public interest expression. It is the need for the government to improve its trust, enhance its legitimacy, promote its governance innovation and improve the level of public service. The benefit consistency between government response and network governance, the simplification of response process and the requirement of responsive government construction provide an opportunity for the construction and optimization of government response mechanism. The operation of government response mechanism based on network governance is a process to test the effectiveness of response mechanism construction. Through literature review, typical case analysis and network questionnaire survey, through statistical data, it is found that the main idea of response to the general government response mechanism is insufficient, and there is less interactive response with the public. In the process of construction and operation of the government response mechanism, the government power structure is fragmented, the response mode and process are single, the response is non-institutionalized and irrational, and so on. Combined with the typical cases of government response mechanism construction and operation, the paper optimizes the operation process of government response mechanism by using relevant theories such as Synergetics, Systematics, etc., through reforming government institutions and transforming government functions, it clarifies the main body of government response. Changing the concept of government and public response, establishing the institutionalized government response mechanism, applying feedback system, performance appraisal system and accountability system to the operation of government response mechanism, and then refining and improving the government response process. Perfecting the operation process of government response mechanism, constructing the coordination and fusion response mode between government and the public, and promoting the government response mechanism to run more practical and operable. It has theoretical and practical significance for realizing the response from case to system.
