【摘要】：鄂托克旗位于內(nèi)蒙古自治區(qū)鄂爾多斯市西部,全旗東西寬188公里,南北長(zhǎng)209公里,土地總面積20367.18平方公里(3055.06萬(wàn)畝)。其天然草地資源總面積為2962.36萬(wàn)畝,占國(guó)土總面積的96.97%,是一個(gè)典型的牧業(yè)大旗。但由于幾個(gè)世紀(jì)以來(lái)的過(guò)度放牧、墾荒、以及始于近半個(gè)世紀(jì)前工業(yè)經(jīng)濟(jì)的發(fā)展等人為因素導(dǎo)致了生態(tài)環(huán)境的惡化。經(jīng)濟(jì)的發(fā)展已經(jīng)使全旗范圍內(nèi)生態(tài)功能持續(xù)衰退,生態(tài)安全受到威脅,水源涵養(yǎng)功能退化,草原防沙治沙功能減弱,沙塵暴危害嚴(yán)重。生態(tài)惡化問(wèn)題已經(jīng)成長(zhǎng)為制約經(jīng)濟(jì)發(fā)展最大的瓶頸。對(duì)此,作為環(huán)境保護(hù)的管理者和領(lǐng)導(dǎo)者,鄂托克旗政府必須完善其生態(tài)職責(zé),遏制鄂托克草原荒漠化發(fā)展勢(shì)頭,保護(hù)好草原這個(gè)生態(tài)屏障。本文闡述了地方政府生態(tài)責(zé)任的涵義及其意義,介紹了鄂托克旗政府在履行生態(tài)責(zé)任現(xiàn)狀,并發(fā)現(xiàn)存在的問(wèn)題,對(duì)原因進(jìn)行分析,在此基礎(chǔ)上,借鑒國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),提出了鄂托克旗履行生態(tài)責(zé)任方面的建議。這對(duì)政府今后正確認(rèn)識(shí)和應(yīng)對(duì)生態(tài)環(huán)境的保護(hù)問(wèn)題具有積極的指導(dǎo)意義。
[Abstract]:Located in the Western Ordos City of the Inner Mongolia Autonomous Region, Ordos banner is located in the west of Erdos City in the Inner Mongolia Autonomous Region. The whole flag is 188 km in width, 209 kilometers in the north and south, with a total area of 20367.18 square kilometers (30 million 550 thousand and 600 mu). The total area of natural grassland is 29 million 623 thousand and 600 mu, accounting for 96.97% of the total area of the land. Animal husbandry, reclamation, and the development of the industrial economy that began nearly half a century have resulted in the deterioration of the ecological environment. The economic development has made the ecological function of the whole flag continue to decline, the ecological security is threatened, the water conservation function degenerates, the sand and sand control work can be weakened, and the sandstorm is seriously damaged. Ecological deterioration has already been found. As the manager and leader of environmental protection, the government of the environmental protection must improve its ecological responsibility, restrain the momentum of the desertification development and protect the ecological barrier of the grassland. This paper expounds the meaning and significance of the local government's biological responsibility, and introduces the banner of the banner of the local government. The government carries out the present situation of ecological responsibility, and finds out the existing problems, analyzes the reasons, and on this basis, draws on the advanced experience at home and abroad, and puts forward some suggestions on the implementation of ecological responsibility in the country, which has a positive guiding significance for the government to correctly understand and deal with the protection of the ecological environment in the future.
