【摘要】：海洋政策是國家或政府處理海洋事務(wù)的各種宏觀或具體政策規(guī)劃的總稱,它總是體現(xiàn)于特定的政策文本之中。通過對國務(wù)院政府工作報告(1954-2015)的內(nèi)容分析,可以大致呈現(xiàn)中國海洋政策的演變狀況。研究發(fā)現(xiàn),海洋政策占政府施政比重長期處于較低水平,且缺乏持續(xù)性。而在近些年來這一狀況有所改善。同時,不同時期海洋政策中的施政重心有所不同,在近些年中呈現(xiàn)出逐漸重視宏觀戰(zhàn)略規(guī)劃的趨勢。海洋強國建設(shè)的成效取決于政府決策者對海洋事務(wù)的關(guān)注程度能否不斷提升并持續(xù)下去。
[Abstract]:Ocean policy is a general term of various macro or specific policy planning for a country or government dealing with ocean affairs, which is always reflected in a specific policy text. By analyzing the contents of the government work report of the State Council (1954-2015), the evolution of China's marine policy can be roughly presented. The study found that the proportion of ocean policy in government administration has been low for a long time, and lack of sustainability. The situation has improved in recent years. At the same time, the focus of ocean policy in different periods is different, and in recent years, the trend of attention to macro strategic planning is gradually presented. The effectiveness of ocean power construction depends on whether government policy makers pay more and more attention to ocean affairs.
