中國(guó)公務(wù)員思想政治教育問(wèn)題與對(duì)策研究

【摘要】:公務(wù)員作為政府的工作人員,是國(guó)家各項(xiàng)社會(huì)事業(yè)管理的主體,是干部隊(duì)伍的重要組成部分,是行使政府職能的主要力量。加強(qiáng)我國(guó)公務(wù)員的思想政治教育,對(duì)促進(jìn)社會(huì)主義各項(xiàng)事業(yè)的發(fā)展,具有重要意義。思想政治素質(zhì)是公務(wù)員的靈魂。公務(wù)員的理想信念、政治覺(jué)悟都取決于其思想政治素質(zhì)。而公務(wù)員思想政治素質(zhì)的形成,就是通過(guò)思想政治教育。本文綜合了國(guó)內(nèi)外有關(guān)公務(wù)員思想政治教育的相關(guān)文獻(xiàn),在總結(jié)前人的相關(guān)研究成果基礎(chǔ)上,結(jié)合所了解的公務(wù)員思想政治教育的現(xiàn)狀,分析了當(dāng)前公務(wù)員思想政治教育中所存在的問(wèn)題,并提出了一些解決的路徑和對(duì)策。 論文第一章主要闡釋了公務(wù)員的定義、公務(wù)員的特點(diǎn)、公務(wù)員思想政治教育的概念界定以及公務(wù)員思想政治教育的特征。這一章為理論基礎(chǔ)章節(jié),其中包含國(guó)內(nèi)外知名學(xué)者的理論及其一些經(jīng)典著作中所提到的內(nèi)容。本人對(duì)此加以歸納和整合,并在此基礎(chǔ)上加入了部分自己的觀點(diǎn)。 第二章介紹了公務(wù)員思想政治教育的必要性、緊迫性和重要性。對(duì)于公務(wù)員思想政治教育的必要性,本人從國(guó)內(nèi)、國(guó)外兩種環(huán)境的影響下給予了分析。對(duì)于公務(wù)員思想政治教育的緊迫性,本人則從時(shí)政要求、政體建設(shè)以及公務(wù)員自身發(fā)展三方面加以解釋。而公務(wù)員思想政治教育的重要性,,本人則從四個(gè)方面進(jìn)行了分析。這一章對(duì)公務(wù)員的思想政治教育進(jìn)行了更深一步的研究。 第三章提出了當(dāng)前中國(guó)公務(wù)員思想政治教育中所存在的問(wèn)題。這些問(wèn)題的出現(xiàn),嚴(yán)重影響了公務(wù)員在人民心中的地位以及威望。而問(wèn)題的多樣性,也使得當(dāng)前我國(guó)公務(wù)員的思想政治教育面臨著嚴(yán)峻的考驗(yàn)。部分公務(wù)員政治覺(jué)悟不高、服務(wù)意識(shí)不強(qiáng)、業(yè)務(wù)素質(zhì)較差等現(xiàn)象,是需要通過(guò)思想政治教育給予及時(shí)糾正的。 第四章則對(duì)中國(guó)公務(wù)員思想政治教育中所存在的問(wèn)題進(jìn)行了深刻的分析。把所有存在的問(wèn)題進(jìn)行分類,找出問(wèn)題的實(shí)質(zhì),探究問(wèn)題到底出現(xiàn)在哪里。本章主要對(duì)公務(wù)員思想政治教育中所存在的問(wèn)題進(jìn)行了政治、經(jīng)濟(jì)、文化三方面歸納。通過(guò)對(duì)這三個(gè)方面進(jìn)行歸納,來(lái)逐步剖析當(dāng)前中國(guó)公務(wù)員思想政治教育中所存在的問(wèn)題實(shí)質(zhì)。 第五章是本文的重點(diǎn),也是全文的核心。本章主要提出了對(duì)公務(wù)員思想政治教育出現(xiàn)的問(wèn)題的對(duì)策。對(duì)于第四章文中列出的有關(guān)公務(wù)員思想政治教育的種種問(wèn)題,第五章都給予了一定的解答。本章包含“教育內(nèi)容”、“教育方法”、“教育機(jī)制”、“教育體制”、“教育環(huán)境”等幾個(gè)方面的內(nèi)容。并通過(guò)對(duì)這些內(nèi)容的深度解讀,來(lái)讓公務(wù)員思想政治教育更具有時(shí)代性和實(shí)效性,從而達(dá)到解決問(wèn)題的目的。
[Abstract]:Civil servants, as government functionaries, are the main body of the management of various social undertakings in the country, an important part of the cadre contingent and the main force in the exercise of the functions of the government. It is of great significance to strengthen the ideological and political education of civil servants to promote the development of socialist undertakings. Ideological and political quality is the soul of civil servants. The ideals and beliefs of civil servants and political consciousness all depend on their ideological and political quality. The formation of ideological and political quality of civil servants is through ideological and political education. This article synthesizes the related literature of civil servants' ideological and political education at home and abroad, on the basis of summarizing the related research results of predecessors, combined with the understanding of the current situation of civil servants' ideological and political education, This paper analyzes on the problems existing in the ideological and political education of civil servants, and puts forward some solutions and countermeasures. The first chapter mainly explains the definition of civil servants, the characteristics of civil servants, the concept of ideological and political education of civil servants and the characteristics of ideological and political education of civil servants. This chapter is the theoretical foundation chapter, which contains the theory of famous scholars at home and abroad and the contents mentioned in some classical works. I sum up and integrate this, and on this basis add some of my own views. The second chapter introduces the necessity, urgency and importance of ideological and political education for civil servants. As to the necessity of ideological and political education for civil servants, I have analyzed it from the influence of two kinds of environment at home and abroad. For the urgency of ideological and political education of civil servants, I explain it from three aspects: the requirements of current politics, the construction of political system and the development of civil servants themselves. And the importance of ideological and political education of civil servants, I analyzed from four aspects. This chapter makes a further study on the ideological and political education of civil servants. The third chapter puts forward the problems existing in the ideological and political education of Chinese civil servants. The emergence of these problems has seriously affected the status and prestige of civil servants in the hearts of the people. The diversity of problems makes the ideological and political education of civil servants face a severe test. Some civil servants' political consciousness is not high, the service consciousness is not strong, the professional quality is poor, and so on, which need to be corrected in time through ideological and political education. The fourth chapter makes a deep analysis of the problems in the ideological and political education of Chinese civil servants. Categorize all existing problems, find out the nature of the problem, and explore where the problem is. In this chapter, the problems in ideological and political education of civil servants are summarized in three aspects: politics, economy and culture. Through the induction of these three aspects, the essence of the problems existing in the ideological and political education of Chinese civil servants is analyzed step by step. The fifth chapter is the focus of this paper, but also the core of the full text. This chapter mainly puts forward the countermeasures to the problems in the ideological and political education of civil servants. The fifth chapter gives some answers to the questions about ideological and political education of civil servants listed in the fourth chapter. This chapter includes contents of education, methods of education, mechanism of education, system of education, environment of education and so on. Through the in-depth interpretation of these contents, the ideological and political education of civil servants has the characteristics of the times and effectiveness, so as to achieve the purpose of solving the problem.
