上海市區(qū)縣政府行政審批改革的深化路徑研究

【摘要】:上海作為一座國際化大都市歷來走在改革和發(fā)展的前沿,其區(qū)縣政府的行政審批革工作穩(wěn)步展開,也在審批事項清理、審批流程精簡、審批機構服務質量、社會改組織參與改革等方面遇到了難以深化的問題。本文針對上海市區(qū)縣政府行政審批改革的深化路徑展開研究,以上海Y區(qū)建設工程項目審批改革為典型案例,試圖從地方基層政府的行政審批改革工作現(xiàn)狀入手,提出有較強針對性的路徑和對策。本文以政府再造理論為指導,對上海市區(qū)縣政府行政審批改革深化問題作了全面深入的研究。本文認為,自1999年以來上海市區(qū)縣政府行政審批改革工作取得了顯著的效果,主要表現(xiàn)在:行政審批事項梳理工作初見成效、社區(qū)事務受理中心建設漸趨成熟、行政審批工具實現(xiàn)了創(chuàng)新、行政審批流程得到簡化、公共服務的理念得到了推廣、行政審批法制化建設穩(wěn)步推進。同時也不得不承認,上海市區(qū)縣政府的行政審批制度改革還存在著諸多缺陷:核心戰(zhàn)略未能貫徹始終、后果戰(zhàn)略沒有真正落實、顧客戰(zhàn)略實施層次較低、極權主義現(xiàn)象未被有效抑制使文化變革舉步維艱。造成上述問題的主要原因在于:改革未能徹底摒棄“萬能政府”的自我定位、戰(zhàn)略缺乏組合應用、傳統(tǒng)行政文化阻礙戰(zhàn)略實施。因此,應與全國其他地區(qū)如深圳市的行政審批改革工作進行積極的交流和比較分析,積極借鑒英、日兩國行政審批制度改革的有益經驗,在理清政府與市場、社會關系的前提下,采取以下路徑深化上海市區(qū)縣政府行政審批改革:完善績效評估機制、建立有針對性的影響評估制度、以“顧客需求”為深化改革的基本導向、積極鼓勵第三方力量參與改革。
[Abstract]:As an international metropolis, Shanghai has always been at the forefront of reform and development. The administrative examination and approval work of its district and county governments has been steadily unfolded. It is also cleaning up the examination and approval items, streamlining the examination and approval process, and the quality of service provided by the examination and approval agencies. Social reform organizations to participate in the reform and other aspects encountered difficult to deepen the problem. Based on the research of the deepening path of the administrative examination and approval reform of the county government in Shanghai, this paper takes the examination and approval reform of the construction project in area Y of Shanghai as a typical case, and attempts to start with the present situation of the administrative examination and approval reform of the local grass-roots government. Put forward strong pertinence path and countermeasure. Under the guidance of the theory of government reengineering, this paper makes a thorough study on the deepening of the reform of the administrative examination and approval of the county government in Shanghai. This paper holds that since 1999, the reform of administrative examination and approval of the county government in Shanghai has achieved remarkable results, mainly as follows: the administrative examination and approval work has achieved initial results, and the construction of the community affairs acceptance center has gradually matured. The administrative examination and approval tool has realized the innovation, the administrative examination and approval process has been simplified, the public service idea has been popularized, the administrative examination and approval legalization construction has been promoted steadily. At the same time, we also have to admit that there are still many defects in the reform of the administrative examination and approval system of Shanghai's urban and county governments: the core strategy has not been fully implemented, the consequence strategy has not really been implemented, and the level of implementation of customer strategy is relatively low. The fact that totalitarianism has not been effectively suppressed has made cultural change difficult. The main reasons for the above problems lie in the fact that the reform has not completely abandoned the self-orientation of "universal government", the lack of combination and application of strategy, and the traditional administrative culture hinders the implementation of the strategy. Therefore, it is necessary to carry out positive exchanges and comparative analyses with other regions of the country, such as Shenzhen City, to actively learn from the beneficial experience of the reform of the administrative examination and approval system between Britain and Japan, and to clarify the government and the market. Under the premise of social relations, the following ways are adopted to deepen the administrative examination and approval reform of the county government in Shanghai: to perfect the performance evaluation mechanism, to establish a targeted impact assessment system, and to take "customer demand" as the basic direction of deepening the reform. Actively encourage third parties to participate in the reform.
