【摘要】：從1990年起,世界各國(guó)開(kāi)始建設(shè)電子政務(wù),探索提供行政服務(wù)新方式。相比于世界上一些國(guó)家的電子政務(wù),中國(guó)研究起步較晚,所以建設(shè)水平也較為落后。對(duì)于政府來(lái)說(shuō),電子政務(wù)的目的就是更好的為公眾服務(wù)。當(dāng)前我國(guó)處于政府轉(zhuǎn)型期,正在探索服務(wù)型政府建設(shè),這就為兩者的有機(jī)結(jié)合提供了可能。本文以服務(wù)型政府建設(shè)和電子政務(wù)為切入點(diǎn),選取服務(wù)型電子政務(wù)文化建設(shè)作為研究對(duì)象,吸取澳大利亞、新加坡等國(guó)家建設(shè)電子政務(wù)的成功經(jīng)驗(yàn)作為對(duì)荊州建設(shè)的參考意見(jiàn),分析了其建設(shè)過(guò)程中取得的成就和存在的問(wèn)題并提出了建議。本文以選取荊州市服務(wù)型電子政務(wù)文化為落腳點(diǎn),通過(guò)走訪調(diào)查、文獻(xiàn)研究和問(wèn)卷調(diào)查等方法,對(duì)荊州市服務(wù)型電子政務(wù)文化建設(shè)過(guò)程中的各項(xiàng)問(wèn)題進(jìn)行了調(diào)查和分析。第一部分緒論涉及到研究背景和意義、國(guó)內(nèi)外研究現(xiàn)狀和發(fā)展動(dòng)態(tài)、研究?jī)?nèi)容和研究方法;第二部分探討了服務(wù)型電子政務(wù)文化的內(nèi)涵、要素和特征等內(nèi)容;第三部分分析了目前的建設(shè)成果和取得的成就;第四部分分析了荊州在建設(shè)服務(wù)型電子政務(wù)文化過(guò)程中出現(xiàn)的問(wèn)題;第五部分則是根據(jù)問(wèn)題提出了配套的解決辦法。荊州作為一個(gè)文化古城,在建設(shè)發(fā)展過(guò)程中還存在許多不足。本文將電子政務(wù)和服務(wù)型政府建設(shè)結(jié)合起來(lái),為探討解決荊州服務(wù)型電子政務(wù)文化建設(shè)過(guò)程中存在的不足提供了解決思路,也使政府行政管理服務(wù)理論更加豐富。
[Abstract]:Since 1990, countries around the world began to build e-government and explore new ways to provide administrative services. Compared with some countries in the world, the research of China started late, so the level of construction is relatively backward. For the government, the aim of e-government is to better serve the public. At present our country is in the government transition period, is exploring the service-oriented government construction, which provides the possibility for the organic combination of the two. This paper takes the construction of service-oriented government and e-government as the starting point, selects the cultural construction of service-oriented e-government as the research object, and draws on the successful experiences of Australia, Singapore and other countries in building e-government as the reference for the construction of Jingzhou. The achievements and problems in the process of construction are analyzed and some suggestions are put forward. This paper takes Jingzhou Service-type E-government culture as the foothold, through visiting investigation, literature research and questionnaire investigation, this paper investigates and analyzes the problems in the process of construction of service-oriented E-government culture in Jingzhou City. The first part of the introduction involves the research background and significance, domestic and foreign research status and development trends, research content and research methods, the second part discusses the content, elements and characteristics of service-oriented e-government culture. The third part analyzes the current construction achievements and achievements; the fourth part analyzes the problems in the construction of service-oriented e-government culture in Jingzhou; the fifth part is based on the problems put forward a complete set of solutions. Jingzhou as an ancient cultural city, there are still many deficiencies in the process of construction and development. This paper combines the construction of E-government with service-oriented government, which provides a solution for solving the problems in the process of construction of service-oriented e-government in Jingzhou, and makes the theory of government administration service more abundant.
