【摘要】：海上搜救作為海上安全的最后一道防線,對于促進我國海運事業(yè)的健康發(fā)展,保證"21世紀(jì)海上絲綢之路"戰(zhàn)略的順利實施,保障我國海洋強國戰(zhàn)略的早日實現(xiàn),具有很強的現(xiàn)實意義。本文以海上危機事件處置程序為視角,對美國、日本、英國進行海上搜救活動具備的能力共性要素進行分析,析出國家海上搜救公共服務(wù)能力結(jié)構(gòu)模型,其主要由監(jiān)測預(yù)警能力、應(yīng)急響應(yīng)能力、應(yīng)急保障能力、基礎(chǔ)保障能力和善后處置能力5種亞能力構(gòu)成,并對各亞能力的構(gòu)成要素進行了深入分析。實證檢測的結(jié)果表明,這5種亞能力之中,應(yīng)急響應(yīng)能力最為重要,對國家海上搜救公共服務(wù)能力的影響力最強;監(jiān)測預(yù)警能力和基礎(chǔ)保障能力的影響力次之;應(yīng)急保障能力和善后處置能力的影響力居后。因此,要提升整個國家的海上搜救公共服務(wù)能力,必須著重提升應(yīng)急響應(yīng)能力,努力提升監(jiān)測預(yù)警能力和基礎(chǔ)保障能力,合理優(yōu)化應(yīng)急保障能力和善后處置能力在能力結(jié)構(gòu)中的配置度。
[Abstract]:As the last line of defense for maritime safety, maritime search and rescue can promote the healthy development of China's maritime transport industry, guarantee the smooth implementation of the "Maritime Silk Road" strategy in the 21st century, and guarantee the early realization of China's maritime power strategy. Has very strong realistic significance. This paper analyzes the common elements of maritime search and rescue activities in the United States, Japan and Britain from the point of view of the maritime crisis event handling procedures, and puts forward the national maritime search and rescue public service capacity structure model. It is mainly composed of five sub-capabilities, such as monitoring and early warning ability, emergency response ability, emergency support ability, basic support ability and aftercare ability, and the constituent elements of each sub-capacity are analyzed in depth. The empirical results show that the emergency response ability is the most important among the five sub-capabilities, and the influence on the national maritime search and rescue public service capacity is the strongest, and the monitoring and early warning ability and the basic support ability are the second. The influence of emergency support ability and aftercare ability is behind. Therefore, in order to enhance the maritime search and rescue public service capacity of the whole country, it is necessary to focus on enhancing the emergency response capacity, and strive to enhance the monitoring and early warning capacity and the basic support capacity. Optimize the allocation of emergency support capacity and aftercare capacity in the capacity structure.
