【摘要】：在話語理論看來,政策制定是一個(gè)圍繞特定議題的話語建構(gòu)、意義詮釋與競爭的過程。"話語聯(lián)盟"框架將政策制定解釋為"話語結(jié)構(gòu)化"與"話語制度化"的過程,體現(xiàn)了話語分析與行動(dòng)者互動(dòng)分析的結(jié)合。"話語聯(lián)盟"對(duì)政策制定的影響除了與話語及意義相關(guān)外,還受到宏觀環(huán)境、制度結(jié)構(gòu)與權(quán)力關(guān)系的影響。對(duì)"專車"論爭與政策制定的考察發(fā)現(xiàn),存在"政府管制"與"自由市場"兩個(gè)話語聯(lián)盟。其中,"管制聯(lián)盟"主要通過"合法性""權(quán)益""交通擁堵""安全"等話語來論證對(duì)"專車"加強(qiáng)政府管制的合理性,"市場聯(lián)盟"則主要通過"共享經(jīng)濟(jì)""行業(yè)新業(yè)態(tài)"等話語來論證市場機(jī)制作用的合理性。由于"管制聯(lián)盟"在權(quán)力與資源網(wǎng)絡(luò)中的優(yōu)勢地位,它在很大程度上主導(dǎo)了"專車"政策制定。不過,國家對(duì)"互聯(lián)網(wǎng)+""共享經(jīng)濟(jì)"和出租車行業(yè)市場化改革的倡導(dǎo)為"市場聯(lián)盟"創(chuàng)造了有利環(huán)境,該聯(lián)盟對(duì)政策制定也產(chǎn)生了影響,典型體現(xiàn)是最終政策中"專車"準(zhǔn)入條件的放寬和"分類管理"的實(shí)施。
[Abstract]:In the view of discourse theory, policy formulation is a process of discourse construction, meaning interpretation and competition around specific issues. "Discourse alliance" framework interprets policy formulation as a process of "discourse structuralization" and "discourse institutionalization", reflecting the combination of discourse analysis and actor interaction analysis. In relation to the discourse and meaning, it is also influenced by the macro environment, the institutional structure and the relationship of power. The two discourse alliance of "government control" and "free market" has been found in the debate and policy formulation of "special vehicle". The rationality of strong government regulation, "market alliance" is mainly through "sharing economy" and "new format" and other words to prove the rationality of the role of the market mechanism. The regulation coalition in power and resources in the network dominant position, it led the "car" policy to a great extent to develop. However, the state of "Internet plus" and "sharing economy" The marketing reform of the car rental industry has created a favorable environment for the "market alliance". The alliance has also had an impact on the policy formulation, which is typically reflected in the relaxation of the "special vehicle" access conditions and the implementation of "classified management" in the final policy.
