【摘要】：大數(shù)據(jù)是一個(gè)具有十分豐富內(nèi)涵的概念。從本質(zhì)上看,它不僅指超大規(guī)模的巨量數(shù)據(jù),還包括數(shù)據(jù)的處理和應(yīng)用,是數(shù)據(jù)對(duì)象、數(shù)據(jù)處理技術(shù)與數(shù)據(jù)應(yīng)用的有機(jī)統(tǒng)一。大數(shù)據(jù)不僅改變著社會(huì)生產(chǎn)方式和生活方式,同時(shí)也改變著人們考察世界的方式與方法,它正以超人想象的速度與方式在諸如社會(huì)、經(jīng)濟(jì)、學(xué)術(shù)、科研、國(guó)防、軍事等社會(huì)的各個(gè)領(lǐng)域開啟了變革之門。運(yùn)用和使用大數(shù)據(jù)與社會(huì)發(fā)展的密切關(guān)聯(lián)性來解決社會(huì)生產(chǎn)和生活中現(xiàn)實(shí)問題,是大數(shù)據(jù)時(shí)代社會(huì)發(fā)展的必然趨勢(shì)。這種關(guān)聯(lián)性不僅表現(xiàn)在數(shù)據(jù)科學(xué)與產(chǎn)業(yè)調(diào)整、技術(shù)進(jìn)步等生產(chǎn)的領(lǐng)域,而且表現(xiàn)在商業(yè)模式設(shè)計(jì)、生態(tài)價(jià)值選擇等社會(huì)商業(yè)服務(wù)層面,同時(shí)它還表現(xiàn)在公共教育、醫(yī)療衛(wèi)生、公共服務(wù)等社會(huì)治理的更廣闊領(lǐng)域。當(dāng)前,大數(shù)據(jù)與人類社會(huì)的關(guān)聯(lián)性,最直接的體現(xiàn)就是它滲透于人類的思維領(lǐng)域,引起人類思維的根本性變革,形成了人類認(rèn)識(shí)世界和改造世界的新理念和新思維,而且這些理念已經(jīng)在包括政府宏觀部門、產(chǎn)業(yè)界與學(xué)術(shù)界,甚至微觀的個(gè)人消費(fèi)者被深度接受、廣泛使用。這種思維方式除了將更好的解決生產(chǎn)技術(shù)問題、商業(yè)問題、科技問題之外,它更直接作用于各種社會(huì)問題,能夠有效改變社會(huì)治理的基本策略與思路,促進(jìn)社會(huì)治理效率的不斷提升。大數(shù)據(jù)出現(xiàn)之后,以數(shù)據(jù)為基礎(chǔ)的大數(shù)據(jù)思維對(duì)人類經(jīng)濟(jì)社會(huì)發(fā)展與社會(huì)治理水平提高方面的影響是十分巨大的。本文正是從大數(shù)據(jù)思維與社會(huì)治理的相關(guān)性出發(fā),通過對(duì)社會(huì)治理方面運(yùn)用大數(shù)據(jù)思維所發(fā)揮的作用入手,分析了大數(shù)據(jù)思維對(duì)于社會(huì)治理效率提升的實(shí)際影響以及面臨的困境,從而肯定了大數(shù)據(jù)思維的積極意義,同時(shí)也針對(duì)這一新生事物的發(fā)展困境,提出了今后使用大數(shù)據(jù)思維應(yīng)當(dāng)注意的問題和相關(guān)的應(yīng)對(duì)策略。從文章的內(nèi)容結(jié)構(gòu)上看,本文從五個(gè)方面展開了論述:第一部分是引言部分,這部分主要說明了本研究的背景、意義以及國(guó)內(nèi)外相關(guān)研究的基本狀況,從而提出本研究開展的重要意義;第二部分為理論基礎(chǔ)部分,主要是對(duì)相關(guān)概念和理論做了簡(jiǎn)單的說明和界定,為研究的深入和本研究的可行性提供了研究的理論認(rèn)識(shí)基礎(chǔ);第三部分是本文的核心部分,主要研究了大數(shù)據(jù)思維在社會(huì)治理中的運(yùn)用,選取了教育、醫(yī)療、公共服務(wù)等社會(huì)治理的三個(gè)主要方面有關(guān)大數(shù)據(jù)思維的實(shí)際運(yùn)用,從而說明了大數(shù)據(jù)思維對(duì)社會(huì)治理水平提升的積極意義;第四部分是深入挖掘部分,是在分析積極意義的基礎(chǔ)上對(duì)于大數(shù)據(jù)時(shí)代的大數(shù)據(jù)思維可能會(huì)遇到的挑戰(zhàn)與困境做了一些必要的分析與預(yù)測(cè),為大數(shù)據(jù)思維的正確使用和科學(xué)發(fā)展做了補(bǔ)充性說明;第五部分,是本文的結(jié)論部分,本部分我試圖在分析的基礎(chǔ)上,提出國(guó)家在大數(shù)據(jù)時(shí)代開發(fā)運(yùn)用大數(shù)據(jù)思維應(yīng)當(dāng)采取的基本策略,并最后得出本文的基本結(jié)論。在研究中既注重概念分析和文獻(xiàn)分析,又重視案例與實(shí)證分析。具體來講,研究中綜合運(yùn)用了科學(xué)技術(shù)哲學(xué)、社會(huì)學(xué)等學(xué)科的理論知識(shí)對(duì)大數(shù)據(jù)在社會(huì)治理層面的作用進(jìn)行研究。同時(shí)做到問題導(dǎo)向有的放矢,力求立足本專業(yè)的理論知識(shí),突出對(duì)涉及主題的深層次研究,注意多領(lǐng)域理論知識(shí)的綜合和統(tǒng)一;既注重宏觀上探討作為大數(shù)據(jù)思維與社會(huì)發(fā)展的整體關(guān)聯(lián)性研究,又從微觀上分析大數(shù)據(jù)思維在教育、醫(yī)療、公共服務(wù)等領(lǐng)域參與社會(huì)治理的方法和效果的研究,從而提出大數(shù)據(jù)思維在社會(huì)治理層面的基本觀點(diǎn)。
[Abstract]:Large data is a very rich concept. In essence, it not only refers to the huge amount of massive data, but also includes the processing and application of data. It is the organic unity of data objects, data processing technology and data application. Large data not only changes the social production style and life style, but also changes the people's investigation world. The way and method of the boundary has opened the door to change in various fields, such as social, economic, academic, scientific research, defense, military and other social fields, such as social, economic, academic, scientific research, military and other social fields. It is a necessity to use and use the close relationship between large data and social development to solve social production and living problems. It is the necessity of social development in the era of big data. This relationship is not only manifested in the fields of data science and industrial adjustment, technological progress, but also in the business model design, ecological value selection and other social business services. At the same time, it is also shown in the wider areas of public education, medical health, public services and other societies. The relevance, the most direct embodiment is that it permeates the human mind, causes fundamental changes in human thinking, and forms the new ideas and ideas of human cognition and transformation of the world, and these ideas have been deeply accepted in the macro sectors of the government, the industry and the academia, and even the micro individual consumers. In addition to solving the problems of production technology, business and science and technology, this way of thinking can work more directly on various social problems, can effectively change the basic strategies and ideas of social governance, and promote the efficiency of social governance. This paper, starting with the relevance of large data thinking and social governance, starts with the role of large data thinking in social governance, and analyzes the actual impact of large data thinking on the improvement of social governance efficiency. As well as the difficulties faced, the positive significance of big data thinking is affirmed. At the same time, in view of the development dilemma of this new thing, the problems that should be paid attention to in the future use of large data thinking and relevant countermeasures are put forward. From the content structure of the article, the article is discussed from five sides: the first part is the introduction part, this part It mainly explains the background, significance and basic status of relevant research at home and abroad, and puts forward the important significance of the study. The second part is the basic part of the theory, which is a simple explanation and definition of the related concepts and theories, which provides a theoretical understanding for the in-depth study and the feasibility of this study. The third part is the core part of this article. It mainly studies the application of big data thinking in social governance, selects three main aspects of social governance such as education, medical treatment, public service and so on, and explains the positive significance of big data thinking to the improvement of social governance. The fourth part is the fourth part On the basis of the analysis of the positive significance, we have made some necessary analysis and prediction on the challenges and difficulties that the big data thought may encounter in the big data age, and made a supplementary explanation for the correct use and scientific development of the big data thinking. The fifth part is the conclusion part of this article, and this part of this part I try to analyze. On the basis of this, we put forward the basic strategies that the state should adopt in developing large data thinking in the era of big data, and finally draw the basic conclusions of this article. In the study, we not only pay attention to the concept analysis and the literature analysis, but also attach importance to the case and the empirical analysis. In particular, the research comprehensively uses the theory of science and technology philosophy and sociology. Knowledge makes a study of the role of large data in the level of social governance. At the same time, it makes the problem oriented, strives to be based on the theoretical knowledge of the major, and emphasizes the deep research on the subject, and pays attention to the integration and unification of the theoretical knowledge of many fields; it pays attention to the overall relevance of macro data thinking and social development. It also analyzes the methods and effects of big data thinking in the fields of education, medical treatment, public service and other fields, and puts forward the basic views of large data thinking in the level of social governance.
