【摘要】：政務(wù)公開(kāi)是建設(shè)民主、法治、透明政府,保障公民知情權(quán)、保證公眾參與度的基本要求。國(guó)務(wù)院印發(fā)的《關(guān)于2016年推進(jìn)簡(jiǎn)政放權(quán)放管結(jié)合優(yōu)化服務(wù)改革工作要點(diǎn)的通知》,明確要求以政務(wù)公開(kāi)推動(dòng)簡(jiǎn)政放權(quán),全面公布地方各級(jí)政府部門(mén)權(quán)力清單和責(zé)任清單,做到權(quán)力公開(kāi)透明、群眾辦事流程清晰明確,加大政務(wù)信息數(shù)據(jù)開(kāi)放力度。目前,互聯(lián)網(wǎng)與大數(shù)據(jù)技術(shù)迅猛發(fā)展,極大影響著政府行政和社會(huì)生活的每個(gè)方面。我國(guó)將互聯(lián)網(wǎng)與大數(shù)據(jù)結(jié)合作為技術(shù)支持,建立了高效、先進(jìn)、實(shí)用的政務(wù)公開(kāi)平臺(tái),形成了更加科學(xué)合理的政府運(yùn)作體系。但目前在技術(shù)的運(yùn)用及觀念的更新層面上,基層政府仍然面臨著許多挑戰(zhàn)。因此,需要關(guān)注如何利用大數(shù)據(jù)進(jìn)一步推動(dòng)政務(wù)公開(kāi)工作的發(fā)展問(wèn)題,充分發(fā)揮大數(shù)據(jù)對(duì)政務(wù)公開(kāi)的作用與價(jià)值。本文從政務(wù)公開(kāi)相關(guān)理論出發(fā),緊密結(jié)合當(dāng)下大數(shù)據(jù)的發(fā)展環(huán)境背景,分析大數(shù)據(jù)、區(qū)塊鏈與政務(wù)公開(kāi)的相關(guān)關(guān)系,凸顯出大數(shù)據(jù)對(duì)政務(wù)公開(kāi)的輔助價(jià)值,緊接著對(duì)國(guó)外政務(wù)公開(kāi)亮點(diǎn)及國(guó)內(nèi)的經(jīng)驗(yàn)進(jìn)行提煉總結(jié),并切入到Z區(qū)的實(shí)際,對(duì)Z區(qū)政務(wù)公開(kāi)現(xiàn)狀展開(kāi)民意調(diào)查,詳細(xì)闡述Z區(qū)政務(wù)公開(kāi)中的主要成就,剖析存在的主要問(wèn)題。創(chuàng)新分析了大數(shù)據(jù)對(duì)政務(wù)公開(kāi)的影響,以及區(qū)塊鏈技術(shù)基于價(jià)值傳遞在政務(wù)公開(kāi)中的創(chuàng)新應(yīng)用,探索未來(lái)政務(wù)公開(kāi)發(fā)展趨勢(shì)。最后提出大數(shù)據(jù)視角下基層政府做好政務(wù)公開(kāi)的發(fā)展思路及平臺(tái)框架,給出對(duì)應(yīng)的發(fā)展策略建議,希望給各地基層政府帶來(lái)參考價(jià)值。
[Abstract]:Open government is the basic requirement of building democracy, ruling by law, transparent government, protecting citizens' right to know and ensuring public participation. The notice issued by the State Council on the key points of the work of promoting the decentralization of power, administration and optimization of service reform in 2016 clearly requires that government affairs be made public to promote the decentralization of power, and that the list of powers and responsibilities of local government departments at all levels be published in an all-round way. Make power open and transparent, clear and clear to the masses, and increase the openness of government information and data. At present, the rapid development of Internet and big data technology has greatly affected every aspect of government administration and social life. With the combination of Internet and big data as technical support, China has established an efficient, advanced and practical open platform for government affairs, and formed a more scientific and reasonable government operation system. However, at present, grass-roots governments still face many challenges in the application of technology and the renewal of ideas. Therefore, it is necessary to pay attention to how to use big data to further promote the development of government affairs openness, and to give full play to the role and value of big data in government affairs openness. Based on the theory of open government affairs and the background of current big data development environment, this paper analyzes the relationship between big data, block chain and government affairs publicity, which highlights the auxiliary value of big data to government affairs openness. Then the highlights of foreign government openness and domestic experience are summarized, and cut into the reality of Z region, the status quo of Z region open government public opinion survey, elaborated in detail the main achievements in the Z region open government affairs. Analyze the main problems. This paper analyzes the influence of big data on the openness of government affairs and the innovative application of block-chain technology based on value transfer in the open government affairs, and explores the development trend of government affairs openness in the future. Finally, this paper puts forward the development ideas and platform framework of grass-roots government to do a good job in open government affairs under the perspective of big data, and gives corresponding development strategy suggestions, hoping to bring reference value to local grass-roots governments.
