【摘要】：2010年,政府微博在我國(guó)的迅速發(fā)展,各地政府也建立了官方微博,通過(guò)微博的方式參與政治,成為"網(wǎng)絡(luò)問(wèn)政"的一種新形式,而且也逐漸成了政府了解民主、匯聚民間智慧的一個(gè)重要的形式。微博的出現(xiàn)盡管只是媒體中的一次"微革命",卻是民眾政治參與方式當(dāng)中的一次大變革。主體的多元化與平民化使得微博問(wèn)政成為真實(shí)的、且能和民眾面對(duì)面交流的草根媒體,微博的限制字?jǐn)?shù)和快速便捷及方式多樣等這些特征使民眾能夠自由地表達(dá)自己的言論,促進(jìn)了政府與民眾的交流和溝通。本文首先闡述了本選題的緣由,同時(shí)論述了微博問(wèn)政研究的現(xiàn)狀,尤其是在微博問(wèn)政研究方面取得的一些成果,并且還對(duì)研究的思路、研究方法和創(chuàng)新之處做了簡(jiǎn)要的說(shuō)明。論文的第一章重點(diǎn)介紹了協(xié)商民主視角下縣級(jí)政府完善微博問(wèn)政的理論概述,包括微博問(wèn)政的相關(guān)概念界定、研究的理論基礎(chǔ)、協(xié)商民主視角下縣級(jí)政府微博問(wèn)政呈現(xiàn)出的特點(diǎn)以及微博問(wèn)政體現(xiàn)了協(xié)商民主的內(nèi)在發(fā)展要求,通過(guò)對(duì)相關(guān)概念的梳理,為下一步的研究奠定了基礎(chǔ)。第二章介紹了縣級(jí)政府微博問(wèn)政的興起與發(fā)展。第三章主要闡述了在協(xié)商民主的視角下,縣級(jí)政府微博問(wèn)政機(jī)制存在的問(wèn)題及成因。第四章主要闡述在協(xié)商民主視角下縣級(jí)政府完善微博問(wèn)政的對(duì)策。要使得縣級(jí)政府微博發(fā)展中存在的這些問(wèn)題能夠得以解決,我們要從民眾的參政意識(shí)、法律規(guī)范和機(jī)制等方面入手,建立與政府微博相應(yīng)的法律體系,完善縣級(jí)微博問(wèn)政機(jī)制;利用現(xiàn)代技術(shù)手段;加強(qiáng)微博中的道德建設(shè);要增強(qiáng)政府與民眾的互動(dòng)、規(guī)范微博問(wèn)政的內(nèi)容等。最后對(duì)本文進(jìn)行了總結(jié),希望通過(guò)研究,縣級(jí)政府能夠逐步完善微博問(wèn)政的機(jī)制并找到相應(yīng)的對(duì)策,從而進(jìn)一步促進(jìn)協(xié)商民主的發(fā)展。
[Abstract]:In 2010, with the rapid development of the government Weibo in our country, local governments also established the official Weibo to participate in politics through the way of Weibo, which became a new form of "network politics", and also gradually became the government to understand democracy. An important form of gathering folk wisdom. Although the emergence of Weibo is only a "micro revolution" in the media, it is a major change in the way people participate in politics. The pluralism and populace of the main body make the Weibo political affairs become the real grassroots media, which can communicate face to face with the people. The characteristics of the Weibo, such as limiting the number of words, being quick, convenient and in various ways, make the people express their opinions freely. The exchange and communication between the government and the people has been promoted. This paper first expounds the reason of this topic, and at the same time discusses the current situation of the research of Weibo politics, especially some achievements in the research of Weibo politics, and also gives a brief explanation of the ideas, research methods and innovations of the research. The first chapter focuses on the theoretical overview of the county government's improvement of Weibo governance from the perspective of deliberative democracy, including the definition of the relevant concepts of Weibo governance, the theoretical basis of the research. From the perspective of deliberative democracy, the characteristics of county government Weibo governance and Weibo governance reflect the internal development requirements of deliberative democracy. Through combing the related concepts, it lays a foundation for the next research. The second chapter introduces the rise and development of Weibo government at county level. The third chapter mainly expounds the problems and causes of the Weibo system of government at county level from the perspective of deliberative democracy. The fourth chapter mainly elaborates the county-level government's countermeasure of perfecting Weibo's politics under the angle of deliberative democracy. In order to solve these problems in the development of county government Weibo, we should set up the corresponding legal system corresponding to the government's Weibo and perfect the county level Weibo's political system from the aspects of people's political participation consciousness, legal norm and mechanism. By means of modern technology, we should strengthen the moral construction in Weibo, strengthen the interaction between the government and the people, and standardize the content of Weibo's political affairs. Finally, this article is summarized, hoping that the county government can gradually perfect the mechanism of Weibo's political affairs and find the corresponding countermeasures, so as to further promote the development of deliberative democracy.
