【摘要】：當前國內(nèi)外形勢都在發(fā)生深刻變化,各種風(fēng)險和挑戰(zhàn)不斷增加,黨的十八屆三中全會確立了我國全面深化改革的重點是推進經(jīng)濟體制改革,在資源、效率明顯提高的目標,它已成為東莞價格主管部門身上肩負的一項非常重要的深化改革配置過程中要促使市場起決定性的作用,使主要由市場決定價格的機制得到不斷優(yōu)化,通過市場可以調(diào)整所有由市場形成的價格,政府不進行不當干預(yù)。在我國整個國民經(jīng)濟的運行中,市場機制的核心是價格機制,具有非常重要的地位。改革開放之前,價格管理方式的主要特征是高度集中、實行統(tǒng)一定價,而改革30多年來,價格管理體制和價格體系發(fā)生了根本上的轉(zhuǎn)變,逐步變化成為具有中國特色的社會主義市場價格體制,其主要特征是實行宏觀調(diào)控、市場占主導(dǎo)地位。黨的十八大召開后,我國正式啟動新一輪的政府職能部門機構(gòu)改革,需要進一步轉(zhuǎn)變政府職能和責(zé)任的關(guān)系,有效降低對微觀事務(wù)的監(jiān)管,更好地發(fā)揮市場和社會的作用。深化經(jīng)濟體制改革、經(jīng)濟發(fā)展和新形勢下政府職能的轉(zhuǎn)變,是推動價格管理工作新的方向,這就需要價格主管部門職能轉(zhuǎn)變達到新的要求。因此,如何凝聚改革共識,增強改革動力,明確并科學(xué)定位價格主管部門的職能,準確確定價格主管部門的職能轉(zhuǎn)變目標,進一步加強價格主管部門職能轉(zhuǎn)變的趨向和任務(wù),真正實現(xiàn)職能有效轉(zhuǎn)變、運行機制順暢任務(wù)。在這種背景下,本文在闡述價格主管部門職能、政府職能轉(zhuǎn)變相關(guān)概念,重新界定地方政府職能、地方政府治理與善治理論的基礎(chǔ)上,運用了文獻研究、歸納與演繹相結(jié)合及理論與實踐相結(jié)合方法,對當前東莞市價格主管部門職能轉(zhuǎn)變面臨的挑戰(zhàn)、現(xiàn)狀及職能轉(zhuǎn)變存在的問題及原因進行分析,針對東莞市價格主管部門職能轉(zhuǎn)變過程中存在的手段單一、職能缺位問題,提出相應(yīng)解決對策,以促進東莞市價格主管部門價格改革工作的開展。本文共分為四部分。第一部分為緒論,此部分對本文的選題背景、研究目的和意義以及研究方法、研究思路和創(chuàng)新之處等作了必要的闡述和介紹,并重點對與該選題相關(guān)的現(xiàn)有研究文獻做了系統(tǒng)的研究,對關(guān)于政府職能轉(zhuǎn)變國內(nèi)外文獻和許多專家學(xué)者的有關(guān)觀點進行了綜合評述。同時介紹了相關(guān)概念界定與理論基礎(chǔ),界定了政府職能轉(zhuǎn)變概念、政府職能轉(zhuǎn)變的幾大觀點,同時闡述了地方政府職能、地方治理與善治等理論。第二部分總結(jié)和分析了新形勢下以及政府新一輪機構(gòu)改革正式啟動背景下,東莞市價格主管部門轉(zhuǎn)變政府職能面臨的挑戰(zhàn)。首先界定了價格主管部門的主要職能,并詳細分析了東莞市價格主管部門的六大價格管理工作職能、范圍和定位。然后重點分析了東莞市價格主管部門進行職能轉(zhuǎn)變,是推進簡政放權(quán)、加強價格宏觀調(diào)控、強化價格行為監(jiān)管、深化價格形成機制、保障和改善民生、強化價格服務(wù)工作的必然要求。第三部分對東莞市價格主管部門職能轉(zhuǎn)變現(xiàn)狀進行了分析,首先梳理了東莞市價格主管部門職能轉(zhuǎn)變的歷史沿革,其次闡述了東莞市價格主管部門職能轉(zhuǎn)變的四大指向,即正確處理政府和市場關(guān)系,推進價格管理規(guī)范化,創(chuàng)新價格監(jiān)管模式以及提升價格公共服務(wù)水平。然后分析了十八大后東莞市價格主管部門職能轉(zhuǎn)變的主要舉措,即價格宏觀調(diào)控職能得以加強,價格管理方式更為公開,強化了價格行為監(jiān)管以及注重完善價格公共服務(wù)。最后分析了東莞市價格主管部門職能轉(zhuǎn)變存在的價格調(diào)控手段單一、缺乏有效監(jiān)管措施以及價格工作“失位”現(xiàn)象三大突出問題,并進一步從價格主管部門權(quán)責(zé)不一致、價格監(jiān)管辦法落后、價格工作“失位”認知不足對東莞市價格主管部門職能轉(zhuǎn)變存在問題的原因進行了詳細剖析。第四部分為東莞市價格主管部門職能轉(zhuǎn)變的對策部分。隨著中國的價格管理改革進入了一個“管放結(jié)合,以放為主”的新階段,此部分在闡述東莞市價格主管部門職能轉(zhuǎn)變過程中應(yīng)堅持理念的基礎(chǔ)上,分析了東莞市價格主管部門如何精確定位自身,轉(zhuǎn)變部門職能,完成角色轉(zhuǎn)換,以適應(yīng)新形勢下社會主義市場經(jīng)濟體制的更高需求。具體從把握市場調(diào)控職能、突出市場監(jiān)管職能、強化價格服務(wù)職能以及弱化行政收費管理職能等方面提出了促進東莞市價格主管部門職能轉(zhuǎn)變的相關(guān)措施和對策。
[Abstract]:At present, the situation at home and abroad has been undergoing profound changes, and all kinds of risks and challenges are increasing. In the third Plenary Session of the 18th CPC Central Committee, the focus of our country's overall deepening of the reform is to promote the reform of the economic system and the objective of improving the resources and efficiency obviously. It has become a very important deepening reform on the Dongguan price authorities. In the process of allocation, the market should play a decisive role, and the mechanism which is mainly determined by the market is constantly optimized. All the prices that are formed by the market can be adjusted through the market. The government does not intervene unproperly. In the operation of the whole national economy, the core of the market mechanism is the price mechanism, which has a very important position. Before the reform and opening up, the main characteristics of the price management mode are the high concentration and the unified pricing. In the 30 years of reform, the price management system and the price system have changed radically, gradually changing into the socialist market price system with Chinese characteristics. The main feature is the implementation of macro regulation and control, and the market is dominant. After the party's eighteen major convening, our country formally started a new round of government functional sector reform. It needs to further change the relationship between the functions and responsibilities of the government, effectively reduce the supervision of the micro affairs, and give full play to the role of the market and the society. The new direction of price management needs the change of the function of the price authorities to meet the new requirements. Therefore, how to condense the consensus of the reform, strengthen the impetus of the reform, clearly and scientifically locate the functions of the price authorities, accurately determine the goal of the transformation of the function of the price authorities, and further strengthen the trend of the transformation of the function of the price authorities In this context, the paper uses literature research, induction and deduction and theory and Practice on the basis of the function of price authorities, the concept of government function transformation, the redefinition of local government functions and the theory of local government governance and good governance. With the method of combining, this paper analyzes the challenges facing the transformation of the functions of the price authorities in Dongguan, the existing problems and the reasons for the transformation of the functions, aiming at the single means and the lack of function in the process of changing the functions of the price authorities in Dongguan, and putting forward the corresponding solutions to promote the price of the Dongguan price department. This article is divided into four parts. The first part is the introduction. This part makes a necessary exposition and introduction to the background of the topic, the purpose and significance of the study, research methods, research ideas and innovation, and focuses on the existing research literature related to the topic, and on the government job. It is able to make a comprehensive review of the relevant views of the literature at home and abroad and many experts and scholars. At the same time, it introduces the definition and theoretical basis of relevant concepts, defines the concept of the transformation of government functions, several viewpoints of the transformation of government functions, and expounds the functions of local government, local governance and good governance. The second part summarizes and analyzes the new theory. Under the situation and the formal start of the government's new round of institutional reform, the price authorities in Dongguan have changed the challenges facing the government's functions. First, the main functions of the price authorities are defined, and the six major price management jobs, scope and location of the price authorities in Dongguan are analyzed in detail. Then the Dongguan city is emphatically analyzed. The function transformation of the price competent department is to promote the decentralization of power, strengthen the macro-control of price, strengthen the regulation of price behavior, deepen the price formation mechanism, guarantee and improve the livelihood of the people, and strengthen the demand for the work of price service. The third part analyses the status of the change of Dongguan price competent department, first combs the market price of Dongguan. In the historical evolution of the transformation of the functions of the competent authorities, the four main points of the transformation of the functions of the Dongguan price authorities are expounded, namely, the correct handling of the relationship between the government and the market, the promotion of the standardization of price management, the innovation of the mode of price supervision and the promotion of the level of the price public service. Then, the functions of the price authorities in the city of Dongguan after the big eighteen are analyzed. The main measures of the transformation are that the function of price macro-control is strengthened, the way of price management is more open, the regulation of price behavior is strengthened and the price public service is paid more attention to. Finally, the single price regulation means in the change of the function of the Dongguan price authorities, the lack of effective supervision measures and the "loss of the price" are also analyzed. There are three prominent problems of the phenomenon, and further from the power and responsibility of the price authorities, the price supervision method is backward, the lack of cognition of the price work "lost the position" has carried out a detailed analysis of the reasons for the problem of the transformation of the function of the price authorities in Dongguan. The fourth part is the countermeasure part of the transformation of the function of the competent department in charge of the city price grid. The reform of price management in the country has entered a new stage of "combining the management and putting it into the main". On the basis of explaining the concept of the transformation of the functions of Dongguan price authorities, this part analyses how the Department of price authorities of Dongguan can accurately locate themselves, transform the functions of the Ministry and complete the role transformation, so as to adapt to the new situation. The higher demand of the socialist market economy system, specific measures and countermeasures are put forward to promote the transformation of the functions of the Dongguan price authorities from the aspects of grasping the market regulation function, highlighting the market supervision function, strengthening the function of the price service and weakening the administrative charge management functions.
