【摘要】：鄉(xiāng)鎮(zhèn)公務員作為公務員隊伍中最基層的一部分,直接接觸我國廣大的農民群眾,是政府的方針和政策的一線執(zhí)行者。在國家一直注重“以人為本”、“和諧社會”以及“新農村建設”的今天,必然會對廣大鄉(xiāng)鎮(zhèn)公務員的行政道德提出新的要求。盡管現(xiàn)階段我國鄉(xiāng)鎮(zhèn)公務員行政道德狀況的主流是好的,但部分鄉(xiāng)鎮(zhèn)公務員會存在行政道德失范行為,在一定程度上不利于基層“和諧社會”的構建,也會直接影響黨和政府在廣大農民群眾心目中的形象。因此,對鄉(xiāng)鎮(zhèn)公務員行政道德狀況的關注是十分必要的。本選題著重針對當前鄉(xiāng)鎮(zhèn)公務員行政道德失范問題進行研究,著力使我國鄉(xiāng)鎮(zhèn)公務員建設成為一支真正為農民群眾服務的高素質的公務員隊伍。 本文共分五個部分,主要內容如下： 第一章導論,詳細介紹了選題研究的背景和意義,國內外關于本選題的研究動態(tài),主要的研究方法、本文的創(chuàng)新點以及存在的不足等。 第二章剖析了鄉(xiāng)鎮(zhèn)公務員行政道德的相關理論,主要包括鄉(xiāng)鎮(zhèn)公務員的定義和特點以及鄉(xiāng)鎮(zhèn)公務員行政道德的內涵。 第三章分析了鄉(xiāng)鎮(zhèn)公務員行政道德失范的表現(xiàn),主要為部分鄉(xiāng)鎮(zhèn)公務員責任意識淡��；存在腐敗現(xiàn)象；存在浮夸和弄虛作假之風以及存在享樂和奢靡之風等等方面。 第四章詳細分析了引起鄉(xiāng)鎮(zhèn)公務員行政道德失范的原因,既有體制機制、歷史文化、經濟的因素,也有鄉(xiāng)鎮(zhèn)公務員自身的因素。 第五章詳細闡述了鄉(xiāng)鎮(zhèn)公務員行政道德失范的對策,主要從四個角度入手：加快鄉(xiāng)鎮(zhèn)公務員行政道德制度化和法制化建設、健全鄉(xiāng)鎮(zhèn)公務員行政道德監(jiān)督機制、塑造與健全鄉(xiāng)鎮(zhèn)公務員的行政道德人格以及加快構建鄉(xiāng)鎮(zhèn)公務員相對公平的待遇體系等。
[Abstract]:As part of the grass - roots level in the civil service , the township civil servant directly touches the broad masses of the peasants and is the first - line performer of the government ' s policy and policy .

This article is divided into five parts , the main contents are as follows :

The first chapter introduces the background and significance of the topic research , the research developments of the subject , the main research methods , the innovation points in this paper , and the deficiency of the present thesis .

The second chapter analyzes the relevant theories of the administrative morality of the civil servants in the villages and towns , including the definition and characteristics of the village civil servants , as well as the connotation of the administrative morality of the civil servants in the villages and towns .

The third chapter analyzes the performance of the administrative morality of the civil servants in the villages and towns , which is mainly the weak sense of responsibility consciousness of the civil servants in some towns .
Corruption exists ;
There is the wind of bragging and fraud , as well as the existence of pleasure and the wind of luxury and so on .

The fourth chapter analyzes the causes of administrative moral anomie in villages and towns , including the institutional mechanism , the historical culture and the economic factors , and the factors of the village civil servants themselves .

The fifth chapter expounds the countermeasures of the administrative moral anomie of the civil servants in villages and towns , mainly from four angles : speeding up the institutionalization and legalization of the administrative morality of the civil servants in the villages and towns , perfecting the administrative moral supervision mechanism of the township civil servants , shaping and perfecting the administrative moral personality of the township civil servants and speeding up the construction of the relatively fair treatment system of the rural civil servants .
