【摘要】：[目的/意義]大數(shù)據(jù)時(shí)代,政府的"數(shù)據(jù)孤島"獲得新的流動(dòng)方式,數(shù)據(jù)的釋放被賦予高價(jià)值的預(yù)期。[方法/過程]數(shù)據(jù)的深度分析為政府創(chuàng)新管理模式、實(shí)現(xiàn)智能化服務(wù)、提高系統(tǒng)內(nèi)運(yùn)行效能等創(chuàng)造了實(shí)現(xiàn)路徑,但這一路徑的實(shí)現(xiàn)面臨著極大的挑戰(zhàn),包括對(duì)政府大數(shù)據(jù)如何應(yīng)用,如何與外部數(shù)據(jù)進(jìn)行耦合等問題尚有很多討論空間。[結(jié)果/結(jié)論]文章圍繞數(shù)據(jù)的匯聚、整合、共享、開放和應(yīng)用,從理念、制度、技術(shù)、保障等方面提出對(duì)策和建議。
[Abstract]:In the era of big data, the government's "data island" obtains a new flow mode, and the release of data is expected to be of high value. The depth analysis of [method / process] data has created the realization path for the government to innovate the management mode, realize the intelligent service, improve the running efficiency of the system, etc., but the realization of this path is facing great challenge. There is still much room for discussion on how to use big data and how to couple with external data. [results / conclusion] the article puts forward some countermeasures and suggestions on data aggregation, integration, sharing, opening and application, from the aspects of concept, system, technology, security, etc.
