地方政府應(yīng)對環(huán)境群體性事件存在的問題與對策研究

【摘要】:改革開放后,我國提出以經(jīng)濟建設(shè)為中心的基本國策,在此政策的指導(dǎo)下全國各地大力開展工農(nóng)業(yè)建設(shè),導(dǎo)致環(huán)境惡化問題日益突出。隨著公民環(huán)保意識的增強,環(huán)境政策的公眾參與呼聲越來越高,但是我國政府的群眾利益訴求表達渠道建設(shè)尚不完善,又因公民的“守法”意識不強,易受群體情緒感染產(chǎn)生法不責(zé)眾心里,導(dǎo)致環(huán)境群體性事件的數(shù)量急劇增加。楊朝飛表示,自1996年來以來,我國環(huán)境群體性事件一直保持年均29%的增速,重特大環(huán)境事件高發(fā)頻發(fā),已嚴(yán)重擾亂了社會秩序,成為社會和諧發(fā)展的阻礙。本文以地方政府為應(yīng)對主體,分析所收集到的具有較大影響力的環(huán)境群體性事件案例,梳理事件發(fā)展的脈絡(luò),結(jié)合公共危機管理理論與《國家突發(fā)公共事件總體應(yīng)急預(yù)案》、《國家突發(fā)環(huán)境事件應(yīng)急預(yù)案》等各級地方政府應(yīng)急預(yù)案,將環(huán)境群體性事件分為預(yù)警與準(zhǔn)備階段、應(yīng)急反應(yīng)階段和事后恢復(fù)階段。在每一個階段的研究過程中,本文遵循從問題的主管機構(gòu)入手、分析主管機構(gòu)在問題處理中的缺失,并引用具體案例進行論證,最后借鑒不同學(xué)者從不同理論視角提出的強化地方政府公共危機管理能力建設(shè)的建議,提出完善地方政府各部門應(yīng)對環(huán)境群體性事件的有效措施,以提升地方政府各部門間的應(yīng)急聯(lián)動合作能力。
[Abstract]:After the reform and opening up, our country put forward the basic national policy of taking economic construction as the center. Under the guidance of this policy, all parts of the country vigorously carried out industrial and agricultural construction, which led to the environmental deterioration problem becoming increasingly prominent. With the strengthening of citizens' awareness of environmental protection, the voice of public participation in environmental policy is becoming more and more high. However, the channel for expressing the interests of the masses of our government is still not perfect, and the awareness of citizens'"abiding by the law" is not strong enough. It is easy to be affected by group emotion, resulting in a sharp increase in the number of environmental mass events. Yang Chaofei said: since 1996, China's environmental mass incidents have maintained an average annual growth rate of 29 percent, and the high frequency of serious and serious environmental incidents has seriously disturbed the social order and become an obstacle to the harmonious development of society. This article takes the local government as the main body, analyzes the collected cases of environmental group events with greater influence, combs the development of the events. Based on the theory of public crisis management and the general emergency plan of national public emergency, and the emergency plan of national environmental emergency, the environmental group events are divided into early warning and preparation stage. Emergency response and recovery. In each stage of the research process, this paper follows from the competent authority of the problem, analyzes the lack of the competent organization in the handling of the problem, and cites specific cases for demonstration. Finally, drawing on the suggestions made by different scholars from different theoretical perspectives to strengthen the capacity building of local government public crisis management, this paper puts forward effective measures to improve the local government departments to deal with environmental group incidents.
