【摘要】：我國很長一段時間處于計劃經(jīng)濟時期,政府習(xí)慣于強制性掌管全部的公共事務(wù),具有較強的行政性。隨著全球一體化的影響和城鎮(zhèn)化進(jìn)程的不斷加速,城市治理呈現(xiàn)出錯雜復(fù)雜的多樣性,許多前所未有的問題及挑戰(zhàn)隨之出現(xiàn),"群體上訪"、"暴力抗法"等社會群體性事件呈上升態(tài)勢,公民已不再滿足地簡單服務(wù)政府管制,而是渴望有更多的渠道能夠參與到城市治理中,在城市生活中實現(xiàn)自身的利益需求。中央城市工作會議2015年底在北京舉行,"城市工作"再次作為焦點被提出。在全面深化改革的歷史大潮中,海口市為提高城市治理水平,對城市治理中公眾參與進(jìn)行了一些實踐嘗試,但也出現(xiàn)了 "瓊?cè)A村暴力強拆"、"取消的資格認(rèn)證死灰復(fù)燃"、"流動攤販暴力抗法"等事件。總的來說,�？谑谐鞘兄卫碇械墓妳⑴c還存在參與意識淡薄、信息不對稱、參與動力不足、層次較低、自主自治網(wǎng)絡(luò)未形成等問題�；诖�,本論文首先對基本概念和理論基礎(chǔ)進(jìn)行闡述,然后通過查閱資料、實地訪談、問卷調(diào)查等方式,研究�？谑心壳俺鞘兄卫碇泄妳⑴c的一些實踐探索和參與現(xiàn)狀,分析海口市城市治理中的公眾參與存在問題,查找深層原因,并通過研究較為成功的國內(nèi)外城市治理中的公眾參與實踐經(jīng)驗借鑒及啟示,對有效發(fā)揮城市治理中的公眾參與的作用,不斷完善參與渠道、提高參與效果提出對策建議,促進(jìn)海口市城市治理的民主化,為�？谑刑岣叱鞘兄卫硭截暙I(xiàn)良策。本論文包含五章內(nèi)容。第一章:緒論。第二章:基本概念與理論基礎(chǔ)。第三章:海口市城市治理中的公眾參與的現(xiàn)狀及問題。闡述海口市城市治理概況,對"�？诔鞘泄芗�"服務(wù)平臺和"12345"政府服務(wù)熱線等海口市的經(jīng)驗探索進(jìn)行分析,并通過問卷調(diào)查方式了解目前�？谑谐鞘兄卫碇泄妳⑴c的現(xiàn)狀,梳理出海口市城市治理中的公眾參與存在的問題。第四章:國內(nèi)外城市治理中公眾參與實踐經(jīng)驗借鑒及啟示。第五章:提高�？谑谐鞘兄卫碇泄妳⑴c效果的對策和建議。針對存在的問題及原因,提出培育公眾參與的政治文化環(huán)境,提高公眾參與的自主性,創(chuàng)新城市治理途徑,推進(jìn)城市治理中公眾參與社會體系建設(shè)等對策建議。最后是結(jié)語。
[Abstract]:Our country is in planned economy period for a long time, the government is used to be in charge of all public affairs compulsively. With the impact of global integration and the accelerating process of urbanization, urban governance presents a complex diversity. With the emergence of many unprecedented problems and challenges, "group petition", "violence against the law" and other social mass incidents are on the rise, citizens no longer satisfied with the simple service of government regulation, But eager to have more channels to participate in urban governance, in urban life to achieve their own interests. The Central Urban work Conference was held in Beijing at the end of 2015. In the historical tide of deepening the reform in an all-round way, Haikou has made some practical attempts on public participation in urban governance in order to improve the level of urban governance. However, there have also been violent demolition of Qionghua Village, resurgence of disqualification certification, and violent resistance law of mobile vendors. In general the public participation in the urban governance of Haikou City still has some problems such as weak consciousness of participation asymmetric information insufficient power of participation low level and non-formation of autonomous network. Based on this, this paper first expounds the basic concepts and theoretical basis, and then through consulting information, field interviews, questionnaires and other ways to study Haikou City in the current urban governance of public participation in some practical exploration and participation. This paper analyzes the existing problems of public participation in the urban governance of Haikou, finds out the deep reasons, and draws lessons from the practical experience of public participation in the successful urban governance at home and abroad. It can bring the public participation into full play, improve the participation channels, improve the participation effect, promote the democratization of Haikou city governance, and contribute to Haikou city to improve the level of urban governance. This thesis includes five chapters. Chapter one: introduction. Chapter two: basic concept and theoretical basis. Chapter three: the present situation and problems of public participation in Haikou City. This paper expounds the general situation of Haikou city governance, analyzes the experience of Haikou City, such as "Haikou City housekeeper" service platform and "12345" government service hotline, and finds out the present situation of public participation in Haikou city governance by means of questionnaire survey. Tease out the problems of public participation in the urban governance of Haikou City. Chapter four: reference and enlightenment of public participation practice in urban governance at home and abroad. Chapter five: countermeasures and suggestions to improve the effect of public participation in Haikou city governance. In view of the existing problems and reasons, this paper puts forward some countermeasures and suggestions, such as cultivating the political and cultural environment of public participation, improving the autonomy of public participation, innovating the ways of urban governance, and promoting public participation in the construction of social system in urban governance. The last is the conclusion.
