【摘要】：寧波海關(guān)在近些年來的行政制度改革的道路上不斷改革創(chuàng)新,走出一條獨(dú)特的發(fā)展道路。本文在詳細(xì)闡述公共管理理論體系內(nèi)容以及目前寧波海關(guān)在行政體制上存在的弊端,結(jié)合公共管理理論來提出行政審批制度的改革發(fā)展戰(zhàn)略政策結(jié)合在一起作具體闡述,主要以如何應(yīng)用好公共管理理論解決海關(guān)在推進(jìn)行政審批制度改革中遇到的難題為主要目的,立足寧波海關(guān)實(shí)際,提出針對(duì)性的政策創(chuàng)新的建議,指導(dǎo)具體工作實(shí)踐。文章第一部分為緒論,主要的內(nèi)容有選題的背景、學(xué)術(shù)理論界的研討現(xiàn)狀以及本文的研究思路和方法以及本論文的主要框架介紹。文章第二部分主要闡述行政審批的相關(guān)概念和理論綜述。文章第三部分主要介紹寧波海關(guān)行政審批制度改革的發(fā)展現(xiàn)狀與動(dòng)力機(jī)制。文章第四部分主要解讀寧波海關(guān)的體制弊端,以及改革面臨的挑戰(zhàn)。文章第五部分主要總結(jié)進(jìn)一步深化寧波海關(guān)行政審批制度改革的政策選擇。最后一部分是本論文得出的結(jié)論。
[Abstract]:Ningbo Customs has been innovating and innovating on the road of administrative system reform in recent years. In this paper, the contents of the theory system of public management and the disadvantages of Ningbo Customs in the administrative system are elaborated in detail, and the reform and development strategy of the administrative examination and approval system is put forward in combination with the theory of public management. The main purpose is how to apply the public management theory to solve the problems encountered in the reform of the administrative examination and approval system of the customs. Based on the actual situation of Ningbo Customs, the paper puts forward some suggestions for policy innovation and guides the concrete work practice. The first part of the article is the introduction, the main contents are the background of the topic, the current situation of academic research, the research ideas and methods of this paper, and the main framework of this paper. The second part of the article mainly expounds the related concepts and theories of administrative examination and approval. The third part mainly introduces the current situation and motive mechanism of Ningbo customs administrative examination and approval system reform. The fourth part of the article mainly interprets Ningbo customs system malpractice, as well as the challenge which the reform faces. The fifth part summarizes the policy choice of further deepening the reform of Ningbo customs administrative examination and approval system. The last part is the conclusion of this paper.
