【摘要】：2014年5月,習(xí)近平總書記在河南調(diào)研的過程中著重強調(diào)了“經(jīng)濟新常態(tài)”的內(nèi)涵與特征,并指出當前我國經(jīng)濟社會發(fā)展處于轉(zhuǎn)型關(guān)鍵時期。黨的十八大以來,以習(xí)近平同志為核心的黨中央進一步注重政府公共服務(wù)職能轉(zhuǎn)變,要求下放行政審批權(quán)限,合理劃分管理權(quán)限,優(yōu)化政府服務(wù)。近幾年來,中央和地方政政府按照中央統(tǒng)一部署,實施了“放、管、服”相結(jié)合的政府職能變革。從政府職能角度分析,政府主要有政治統(tǒng)治、社會管理和公共服務(wù)等幾大類職能。在當前經(jīng)濟“新常態(tài)”背景之下要創(chuàng)建服務(wù)型政府,完善社會公共服務(wù)體系,加快推進職能轉(zhuǎn)變,縣級政府必須調(diào)整工作重心,轉(zhuǎn)變公共服務(wù)職能,把向?qū)崿F(xiàn)縣域群眾提供優(yōu)質(zhì)高效的公共服務(wù)放在首要位置�？h級政府處于我國政府組織層級最重要的基礎(chǔ)性環(huán)節(jié),也是整個政策落實過程中直面社會公眾的一級政府組織,它的主要職能是面向縣域公眾供給基本化、優(yōu)質(zhì)化的公共服務(wù)。因此,縣域社會公共產(chǎn)品服務(wù)的提供深受其公共服務(wù)能力的影響,它也決定了縣級政府是否能夠最大限度的滿足縣域公眾公共需求,更為重要的是它對區(qū)域社會穩(wěn)定與和諧發(fā)展具有重要意義。本文首先對經(jīng)濟新常態(tài)和縣級政府公共服務(wù)職能等相關(guān)定義加以概述。然后,較為全面的總結(jié)我國縣級政府轉(zhuǎn)變公共服務(wù)職能的發(fā)展成就,以經(jīng)濟新常態(tài)的視角來分析研究其轉(zhuǎn)變公共服務(wù)職能所面臨的問題。最后,立足現(xiàn)狀,提出為實現(xiàn)我國縣級政府公共服務(wù)的職能轉(zhuǎn)變,應(yīng)從職能界定、意識理念、體制機制、人才隊伍等多方面加以改善:通過合理界定縣級政府的責(zé)任和權(quán)限,明確縣級政府的公共服務(wù)職責(zé)和范圍,切實優(yōu)化縣域范圍內(nèi)公共服務(wù)水平和能力;轉(zhuǎn)變縣級政府“官本位”執(zhí)政觀及重管理輕服務(wù)理念認知,樹立為公民提供優(yōu)質(zhì)服務(wù)的“公民本位”執(zhí)政觀;構(gòu)建及完善縣域范圍內(nèi)的公共服務(wù)體系,為縣級政府提升公務(wù)服務(wù)水平提供充足保障;提高其公共服務(wù)技術(shù),打造高效、優(yōu)質(zhì)、德才兼?zhèn)涞墓珓?wù)員隊伍,為實現(xiàn)縣級政府轉(zhuǎn)變其公共服務(wù)職能提供技術(shù)和人員支撐。
[Abstract]:In May 2014, General Secretary Xi Jinping emphasized the connotation and characteristics of "New normal economy" in the course of investigation in Henan Province, and pointed out that China's economic and social development is in a critical period of transition. Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping as the core has paid more attention to the transformation of the public service function of the government, and has demanded the devolution of administrative examination and approval authority, the rational division of administrative authority, and the optimization of government service. In recent years, the central and local governments have implemented the reform of government functions in accordance with the unified arrangement of the central authorities. From the angle of government function, the government mainly has several kinds of functions, such as political rule, social management and public service. Under the background of the "new normal" of the current economy, to establish a service-oriented government, to perfect the social public service system, and to speed up the transformation of functions, the county-level government must adjust the focus of its work and transform its public service functions. To achieve the realization of the county to provide high-quality and efficient public services in the first place. The county-level government is the most important basic link of the government organization level in our country, and it is also the first-level government organization that faces the social public directly in the whole policy implementation process. Its main function is to supply the basic and high-quality public service to the county public. Therefore, the provision of public goods and services in the county area is deeply influenced by its public service capacity. It also determines whether the county government can meet the public needs of the county to the maximum extent. More importantly, it is of great significance to regional social stability and harmonious development. This paper first summarizes the definition of the new normal economy and the public service function of county government. Then, the author summarizes the achievements of the county government in transforming the public service function, and analyzes the problems in the transformation of the public service function from the perspective of the new normal economy. Finally, based on the present situation, the author puts forward that in order to realize the function transformation of public service of county-level government, it should be improved from many aspects, such as function definition, consciousness idea, system mechanism, talent team and so on: the responsibility and authority of county-level government should be rationally defined. Make clear the responsibility and scope of public service of county government, optimize the level and ability of public service in county area, change the concept of "officialdom" of county government and emphasize management and service. Set up the "citizen standard" governance view of providing high quality service for citizens, construct and perfect the public service system in the county area, provide sufficient guarantee for the county government to upgrade the level of public service, improve its public service technology, create high efficiency, A high-quality civil service with both morality and ability provides technical and personnel support for the county-level government to transform its public service functions.
