【摘要】：本文通過對W市政府購買社會組織服務(wù)的評估與監(jiān)管現(xiàn)狀進行分析,探討制度化與靈活性成為目前我國政府購買服務(wù)評估與監(jiān)管策略的現(xiàn)象。研究發(fā)現(xiàn),制度化與靈活性策略是我國政府與社會互動建構(gòu)的產(chǎn)物,是我國政府職能轉(zhuǎn)移和社會轉(zhuǎn)型發(fā)展過程中的策略選擇。當前制度化沒有形成廣泛的價值認同,在制度執(zhí)行中將預(yù)先設(shè)置的監(jiān)管機制和評估體系棄之不用,更多采用靈活性的"變通方式",由此造成不良后果。加強購買服務(wù)的評估與監(jiān)管需要制度的價值認同和新的分析思路。
[Abstract]:Based on the analysis of the current situation of evaluation and supervision of the purchase of social organization services by W municipal government, this paper discusses that institutionalization and flexibility become the phenomenon of the evaluation and supervision strategy of government purchase services in our country at present. It is found that the institutionalization and flexibility strategy is the product of the interaction between the government and the society, and it is also the strategic choice in the process of government function transfer and social transformation and development. At present, the institutionalization has not formed a broad value identity. In the implementation of the system, the pre-set supervision mechanism and the evaluation system will not be used, and more flexible "alternative ways" will be adopted, resulting in adverse consequences. Strengthening the evaluation and supervision of purchasing services requires the value identification and new analytical thinking of the system.
