【摘要】："基礎(chǔ)性權(quán)力"被認(rèn)為是現(xiàn)代國(guó)家構(gòu)建的重要維度,決定著國(guó)家能力的強(qiáng)弱�？谷諔�(zhàn)爭(zhēng)時(shí)期,中國(guó)共產(chǎn)黨在各根據(jù)地的合理負(fù)擔(dān)改革對(duì)于中國(guó)形成"基礎(chǔ)性權(quán)力"有著奠基意義。論文選取晉察冀邊區(qū)的"村合理負(fù)擔(dān)"為代表案例進(jìn)行分析,追溯中國(guó)國(guó)家政權(quán)現(xiàn)代化的歷史源頭。"村合理負(fù)擔(dān)"在設(shè)計(jì)上由村莊本位、分?jǐn)?shù)制和民主評(píng)議三個(gè)要素組成,這些權(quán)力技術(shù)使得中國(guó)共產(chǎn)黨在根據(jù)地內(nèi)增強(qiáng)了社會(huì)管治能力,不僅幫助根據(jù)地初步實(shí)現(xiàn)了高效、合理的資源動(dòng)員,為后來(lái)"統(tǒng)一累進(jìn)稅"改革打下了基礎(chǔ),同時(shí)也幫助根據(jù)地推進(jìn)了基礎(chǔ)性權(quán)力建設(shè),具有重要的政治意義。
[Abstract]:Basic power is regarded as an important dimension of modern national construction and determines the strength of national capacity. During the War of Resistance against Japan, the reform of the Communist Party of China's reasonable burden in various base areas laid a foundation for the formation of "basic power" in China. This paper chooses the "reasonable burden of villages" in the Jin-Cha-Ji border region as the representative case to trace the historical source of the modernization of China's state power. " The reasonable burden of villages "is composed of three elements: village-standard, fractional system and democratic evaluation. These power techniques have enabled the CPC to strengthen its social governance ability in the base areas, and not only has it helped the base areas to achieve initial efficiency, The rational mobilization of resources laid the foundation for the later reform of "unified progressive tax", and also helped to promote the construction of basic power according to the ground, which has important political significance.
