合肥市行政區(qū)劃發(fā)展模式及改革路徑研究

【摘要】:隨著社會(huì)的不斷進(jìn)步,為了滿足城市化發(fā)展的需要,城市行政區(qū)劃要面臨不斷的調(diào)整。而隨之而來(lái)的行政區(qū)劃改革也成了重要的熱點(diǎn)問(wèn)題。從目前的發(fā)展趨勢(shì)來(lái)看,最主要的問(wèn)題即是現(xiàn)代化社會(huì)的發(fā)展,已經(jīng)從很大程度上改變了經(jīng)濟(jì)的基礎(chǔ)狀態(tài),作為行政管理體制的上層建筑,逐漸的突顯出其管理體系已經(jīng)逐漸的不能滿足經(jīng)濟(jì)基礎(chǔ)建設(shè)的需要,從這一觀點(diǎn)出發(fā),筆者以合肥市的行政區(qū)劃改革發(fā)展歷程為例,考慮到合肥市作為安徽省的省會(huì)城市,作為國(guó)家中部崛起的戰(zhàn)略性城市,結(jié)合合肥市經(jīng)濟(jì)發(fā)展的實(shí)際情況,確定就合肥市城市發(fā)展的合理性和創(chuàng)新性進(jìn)行了討論,并為尋求適宜合肥市區(qū)劃改革的管理模式進(jìn)行了討論研究。研究論文在廣泛查閱文獻(xiàn)的基礎(chǔ)之上,結(jié)合合肥市目前實(shí)際的經(jīng)濟(jì)發(fā)展?fàn)顩r,形成了其獨(dú)有的行政發(fā)展理論體系。第一,在廣泛的收集國(guó)內(nèi)外關(guān)于行政區(qū)劃改革治理方案的基礎(chǔ)之上,確定了本文研究所涉及的理論基礎(chǔ)與原則方案。在梳理國(guó)內(nèi)行政區(qū)劃體制改革歷史發(fā)展概況的同時(shí),總結(jié)了我國(guó)在行政區(qū)劃改革調(diào)整中存在的不足之處,確定了本論文研究的方向。第二,以合肥市的行政區(qū)劃改革與經(jīng)濟(jì)現(xiàn)狀作為研究對(duì)象,從合肥市區(qū)縣的生產(chǎn)總值、鄉(xiāng)村勞動(dòng)資源數(shù)量、鄉(xiāng)村勞動(dòng)人口以及農(nóng)業(yè)生產(chǎn)總值和工業(yè)生產(chǎn)總值等變化差異探討了近期城市行政區(qū)劃改革對(duì)于合肥市區(qū)縣經(jīng)濟(jì)發(fā)展促進(jìn)作用。并利用主成分分析法,將各個(gè)區(qū)縣的GDP、地方財(cái)政收入、固定資產(chǎn)投資、職工平均工資、社會(huì)消費(fèi)品零售額等11個(gè)社會(huì)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)分別對(duì)合肥市所管轄的9個(gè)區(qū)縣進(jìn)行了綜合評(píng)價(jià)分析,通過(guò)比較得分可知,在經(jīng)濟(jì)總量指標(biāo)的排名可知看出,肥西縣、廬江縣、包河區(qū)以及肥東縣的經(jīng)濟(jì)發(fā)展?fàn)顩r相對(duì)良好,而從經(jīng)濟(jì)水平因子等指標(biāo)得分狀況良好的分別是肥東縣、包河區(qū)和肥西縣。第三,為了充分的發(fā)揮合肥市在城市化進(jìn)程的帶動(dòng)作用,最大限度的促進(jìn)其經(jīng)濟(jì)發(fā)展速度,為合肥市制定了4種城市行政區(qū)劃管理改革方案,并采用基于改進(jìn)層次分析的模糊綜合評(píng)價(jià)模型對(duì)4種改革方案進(jìn)行綜合評(píng)價(jià)分析,分別以行政效率、改革成本、區(qū)域公共事務(wù)的管理、政治民主和公共參與、區(qū)縣居民的利益、國(guó)家戰(zhàn)略實(shí)施、法律法規(guī)的健全制度、配套機(jī)制設(shè)施、社會(huì)經(jīng)濟(jì)發(fā)展水平等9項(xiàng)評(píng)價(jià)指標(biāo)作為參考,通過(guò)比較分析結(jié)果可知,實(shí)行市管縣體制較為適宜合肥市的城市行政區(qū)劃管理。第四,結(jié)合第二和第三部分的評(píng)述,同時(shí)參考了國(guó)內(nèi)外發(fā)達(dá)大都市的行政區(qū)劃管理模式,深入的剖析了華盛頓、倫敦、多倫多等國(guó)外大都市的城市發(fā)展改革歷程,在發(fā)展中遇到的困難與問(wèn)題,同時(shí)吸取其發(fā)展改革成功的經(jīng)驗(yàn),另外,結(jié)合我國(guó)的重慶、上海廣州等直轄市的實(shí)際發(fā)展情況,總結(jié)了合肥市作為省會(huì)性中心城市下一步深化改革的方向,結(jié)合自身的實(shí)際情況進(jìn)行一定的調(diào)整。并且根據(jù)上述的研究,提出了合肥市發(fā)展改革過(guò)程中出現(xiàn)的一些問(wèn)題,確定了合肥市在下一步改革中應(yīng)遵守的循序漸進(jìn)、高位強(qiáng)化組織管理、因地制宜、區(qū)劃改革與經(jīng)濟(jì)發(fā)展相結(jié)合的原則,為提升合肥市的綜合實(shí)力,發(fā)揮其中心城市的帶動(dòng)作用提供良好的思路。而在相關(guān)原則的基礎(chǔ)之上,總結(jié)得出了在管理視角、經(jīng)濟(jì)視角以及行政職權(quán)視角驅(qū)動(dòng)作用下的合肥市改革路徑,該研究對(duì)于合肥市今后的行政區(qū)劃改革以及發(fā)展方案的制定提供一定的借鑒與參考。
[Abstract]:With the continuous progress of the society, in order to meet the needs of the development of urbanization, the urban administrative division should be faced with constant adjustment, and the following administrative division has also become an important hot issue. From the current trend of development, the most important problem is the development of the modern society, which has changed the economy to a great extent. As the superstructure of the administrative management system, the basic state gradually shows that its management system has gradually been unable to meet the needs of economic infrastructure construction. From this point of view, the author takes the course of the reform and development of the administrative division of Hefei as an example, taking Hefei as the provincial capital city of Anhui Province, as the rise of the central part of the country. The strategic city, combined with the actual situation of Hefei's economic development, has made a discussion on the rationality and innovation of the urban development of Hefei City, and discussed the management mode for the reform of the Hefei city division. The research paper is based on the extensive reference of the literature and combines the actual economic development of Hefei at present. First, on the basis of a wide collection of domestic and foreign policies on administrative division reform and governance, the theoretical basis and principle plan involved in this study are determined. At the same time, the historical development of the reform of the administrative division system in China is summarized, and the administrative division in China is summarized. Second. Second, taking the administrative division reform and the economic status of the city as the research object, from the gross production value of the district and county in Hefei, the number of rural labor resources, the rural labor population, the gross agricultural product and the gross industrial product, and so on, the recent city is discussed. The urban administrative division reform promotes the economic development of Hefei district and county. By using the principal component analysis method, the 11 social and economic evaluation indexes, such as the local financial income, the fixed assets investment, the average wage of the workers and the retail sales volume of social consumer goods, are evaluated and analyzed in the 9 districts and counties under the jurisdiction of the city of Hefei. Through the comparison, we can see that the economic development situation of Feixi County, Lujiang County, Baohe district and Feidong county is relatively good, and the economic level factors such as the economic level factors are good respectively in Feidong County, Baohe district and Feixi county. Third, in order to give full play to Hefei city in the process of urbanization. In order to promote the speed of economic development to the maximum extent, 4 kinds of urban administrative division management reform schemes have been formulated for Hefei City, and the comprehensive evaluation and analysis of 4 kinds of reform schemes based on the fuzzy comprehensive evaluation model based on the improved analytic hierarchy process are carried out, with administrative efficiency, reform cost, regional public affairs management and political democracy respectively. And public participation, the interests of the district and county residents, the implementation of the national strategy, the sound system of laws and regulations, the supporting mechanism and facilities, the level of social and economic development, and other 9 evaluation indexes as reference. Through the comparative analysis, we can see that the implementation of the city management system is more suitable for the administrative division management of Hefei city. Fourth, combined with the second and third parts. At the same time, with reference to the administrative division management model of the developed metropolises at home and abroad, the course of the urban development reform in Washington, London, Toronto and other foreign metropolises is deeply analyzed, the difficulties and problems encountered in the development, and the successful experience of the development and reform are absorbed, in addition, in combination with Chongqing, Shanghai, Guangzhou and other municipalities directly under the central government of China The actual development situation of Hefei city as the provincial capital city to deepen the direction of the next step of deepening the reform, combined with its own actual conditions to make certain adjustments. And according to the above research, put forward some problems in the process of Hefei development and reform, and determine the gradual reform of Hefei in the next step should be followed by step by step. In order to enhance the comprehensive strength of Hefei and give full play to the driving role of its central city, it provides a good idea for the promotion of the comprehensive strength of the city and the driving effect of its central city. This study will provide some reference and reference for the future administrative division reform and development plan in Hefei.
