【摘要】：政府門戶網(wǎng)站作為向公眾展示一個(gè)地區(qū)政府工作情況,是政務(wù)信息交流的平臺(tái),是政府對(duì)依法行政、全心全意為人民服務(wù)重要思想踐行情況的展示基地,同時(shí),也是民眾監(jiān)督政府工作的主要途徑。吉林省政府門戶網(wǎng)站的建設(shè)經(jīng)過了近20年的發(fā)展,已經(jīng)形成了具有吉林省地方特色和特點(diǎn)的網(wǎng)站建設(shè)形式和內(nèi)容,截至2015年末,吉林省政府系統(tǒng)已擁有政府網(wǎng)站745個(gè),其中省政府和部門網(wǎng)站59個(gè),市(州)政府(含長(zhǎng)白山管委會(huì))和部門網(wǎng)站223個(gè),縣(市)政府和部門網(wǎng)站463個(gè);鄉(xiāng)鎮(zhèn)以上政府門戶網(wǎng)站建站率達(dá)到94.2%,高出全國(guó)平均水平。鄉(xiāng)鎮(zhèn)作為我國(guó)最基本的地方性政府組織,其政府網(wǎng)站建設(shè)能夠反映出我國(guó)鄉(xiāng)鎮(zhèn)的政治治理情況和經(jīng)濟(jì)發(fā)展情況,通過鄉(xiāng)鎮(zhèn)政府門戶網(wǎng)站的建設(shè)能夠?qū)⑧l(xiāng)鎮(zhèn)的特色農(nóng)業(yè)、特色景點(diǎn)進(jìn)行推廣和宣傳,為拉動(dòng)鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)作出貢獻(xiàn)。同時(shí)鄉(xiāng)鎮(zhèn)政府門戶網(wǎng)網(wǎng)站的建設(shè)也是鄉(xiāng)鎮(zhèn)政府執(zhí)政能力的良好體現(xiàn),是鄉(xiāng)鎮(zhèn)社會(huì)穩(wěn)定發(fā)展的標(biāo)志。但是,目前吉林省鄉(xiāng)鎮(zhèn)政府門戶網(wǎng)站建設(shè)尚存在不足,內(nèi)容設(shè)置的不全面,互動(dòng)交流功能的匱乏,網(wǎng)絡(luò)安全的隱患,政務(wù)信息的不透明問題依舊存在。因此,對(duì)于鄉(xiāng)鎮(zhèn)政府門戶網(wǎng)站建設(shè)的研究具有重大的意義,本文以吉林省政府網(wǎng)站實(shí)地調(diào)查評(píng)估為切入點(diǎn),綜合評(píng)價(jià)電子政務(wù)建設(shè)效益,將為電子政務(wù)持續(xù)發(fā)展提供激勵(lì)和保障。通過對(duì)吉林省鄉(xiāng)鎮(zhèn)政府網(wǎng)站建設(shè)中存在問題的準(zhǔn)確定位、對(duì)問題的針對(duì)性分析和恰當(dāng)?shù)膶?duì)策建議,全面推進(jìn)吉林省鄉(xiāng)鎮(zhèn)政府網(wǎng)站建設(shè),將成為推動(dòng)當(dāng)前我國(guó)政府網(wǎng)站建設(shè)整體發(fā)展的一個(gè)重要組成部分和關(guān)鍵環(huán)節(jié)。本文的研究共由五部分組成,第一部分為緒論,介紹了文章的研究背景和意義、相關(guān)的國(guó)內(nèi)外研究現(xiàn)狀以及研究的主要框架。第二部分對(duì)政府門戶網(wǎng)站的定義、功能,并以新公共管理理論以及開放政府理論為基礎(chǔ),為本文的研究奠定了理論前提。第三部分為吉林省鄉(xiāng)鎮(zhèn)政府門戶網(wǎng)站建設(shè)現(xiàn)狀,主要描述了吉林省鄉(xiāng)鎮(zhèn)整體的網(wǎng)站建設(shè)形式、內(nèi)容以及功能設(shè)置以及相關(guān)問題。第四部分分析了吉林省鄉(xiāng)鎮(zhèn)政府門戶網(wǎng)站建設(shè)相關(guān)問題的原因。最后一部分為提高吉林省鄉(xiāng)鎮(zhèn)政府門戶網(wǎng)站建設(shè)制定了對(duì)策。
[Abstract]:As a public display of the work of a regional government, the government portal is a platform for the exchange of information on government affairs, and a demonstration base for the government to carry out its important ideas of serving the people wholeheartedly and in accordance with the law, at the same time, It is also the main way for the public to supervise the work of the government. After nearly 20 years of development, the construction of Jilin Provincial Government Portal website has formed the form and content of the website construction with the local characteristics and characteristics of Jilin Province. By the end of 2015, the Jilin Provincial Government system had 745 government websites. Among them, 59 websites of provincial governments and departments, 223 websites of municipal (state) governments (including Changbai Mountain Administrative Committee) and department websites, 463 websites of county (city) governments and departments, and 94.2% of portals of township governments and above reached 94.2%, higher than the national average. As the most basic local government organization in our country, the construction of township government website can reflect the political governance and economic development of our country's villages and towns, and through the construction of township government portal website, it can bring about the characteristic agriculture of the township. The characteristic scenic spot carries on the promotion and the propaganda, to pull the township economy to make the contribution. At the same time, the construction of township government portal website is also a good embodiment of the township government's governing ability and a symbol of the stable development of the township society. However, there are still some shortcomings in the construction of township government portal in Jilin province, such as incomplete content setup, lack of interactive communication function, hidden danger of network security and opaque government information. Therefore, it is of great significance to study the construction of township government portal website. This paper takes the site investigation and evaluation of Jilin Provincial Government website as the breakthrough point to comprehensively evaluate the benefit of e-government construction. It will provide encouragement and guarantee for the sustainable development of e-government. Through the accurate positioning of the problems existing in the construction of the township government website in Jilin Province, the targeted analysis of the problems and the appropriate countermeasures and suggestions, we will comprehensively promote the construction of the township government website in Jilin Province. It will become an important part and key link to promote the overall development of our government website construction. This paper is composed of five parts. The first part is the introduction, which introduces the background and significance of the research, the current research situation and the main frame of the research at home and abroad. In the second part, the definition and function of the government portal, based on the new public management theory and the open government theory, lay the theoretical premise for the research of this paper. The third part is the status quo of the construction of the township government portal website in Jilin Province, mainly describes the overall construction form, content, function settings and related issues of the township web site in Jilin province. The fourth part analyzes the reasons for the construction of township government portals in Jilin province. The last part is to improve the construction of township government portals in Jilin Province.
