【摘要】：借鑒政治溝通中參與和回應(yīng)理論的視角,提出一個(gè)中國(guó)網(wǎng)絡(luò)參與下的地方政府回應(yīng)的理論模型。本文的核心命題是:地方政府對(duì)問題、議程、官民關(guān)系的不同溝通機(jī)制導(dǎo)致不同的政府回應(yīng)模式,產(chǎn)生相應(yīng)的政府回應(yīng)行為。這一理論模型為分析在網(wǎng)絡(luò)參與這一全新背景下,中國(guó)地方政府的治理結(jié)構(gòu)、政社關(guān)系、行為類型及其變化過程提供一個(gè)新的理論框架。以茂名PX事件的政府回應(yīng)過程的實(shí)證研究來解讀這一模型,分析了其模式特點(diǎn)、網(wǎng)絡(luò)輿情、主體行為模式、作用機(jī)理以及回應(yīng)效果。
[Abstract]:From the perspective of the theory of participation and response in political communication, this paper puts forward a theoretical model of local government response under the participation of Chinese network. The core proposition of this paper is that different communication mechanisms of local government on issues, agenda, and the relationship between officials and people lead to different government response modes and corresponding government response behavior. This theoretical model provides a new theoretical framework for the analysis of the governance structure, the relationship between government and society, the types of behavior and the changing process of local government in China under the new background of network participation. An empirical study on the government response process of Maoming PX event was conducted to analyze the model, the characteristics of the model, the network public opinion, the behavior model of the subject, the mechanism of action and the response effect.
